Description
The Facilities and Construction Director is responsible for the development, management, maintenance, and safety of all Jefferson County Public Library (JCPL) facilities and structures. Establishes the vision and standards for the construction, maintenance and care of JCPL facilities and grounds. Manages JCPL owned and leased buildings and grounds to ensure that those facilities provide an efficient, safe, clean and user-friendly workplace to carry out business.Oversees the operations, routine maintenance and repair of JCPL facilities to meet present and future needs and provides leadership over the Library’s facilities maintenance program, including preventive maintenance strategy, asset lifecycle planning, and long term system reliability. Contributes to the long-range facilities and capital planning, design and oversight of the construction, renovation and refurbishment of JCPL facilities. Provides executive level oversight of the Library’s capital building and major maintenance program, ensuring alignment with organizational priorities, available resources, and operational requirements. Establishes, manages and oversees the Library’s safety programs, including safety procedures, life safety systems, access control, continuity of operations and emergency management. Manage and oversee contractors who support facilities, maintenance, and construction functions and supervises the Construction Project Manager and facilities maintenance team to ensure consistent standards, accountability, and performance across all locations..

Description:Hiring Range: $103.072.15 to $133.993.79 annually. FACILITIES & CONSTRUCTION:- Provides executive oversight and accountability for the Library’s capital building, renovation, and major maintenance, including new construction, major renovations, refurbishments, and large-scale repair projects. Oversees construction activities for alteration, renovation projects, and capital projects, including coordination of relocations and continuity of library services during construction.
- Oversees the operation, maintenance and repair of buildings, grounds and other properties owned or leased by JCPL, ensuring effective preventive maintenance, asset stewardship, and service levels across the library system. . Responsible for oversight of contractors and vendors providing facilities-related services to all JCPL locations.
- Ensures compliance with applicable building codes, fire codes, ADA regulations and stormwater management requirements, and other regulatory standards. Oversees site selection and analysis of properties for potential lease or purchase of properties, negotiates lease terms, and makes recommendations regarding real estate acquisition or disposition.
- Leads the visioning and implementation of sustainability, resilience, and operational efficiency strategies in the design and operation of library facilities. Engages leadership of library design. Provides leadership and direction for the planning and design of library spaces to create welcoming, safe, accessible, and functional environments aligned with service delivery needs.
- Oversees preparation of facility needs assessments building condition assessments, and other planning tools, either by County staff or consultants. Manages system-wide space needs and utilization. Oversees the development and implementation of a capital replacement plan.
- Oversees and authorizes the procurement of goods and services in support of construction, operations, maintenance, repair and replacement of buildings and grounds. Approves accounts payable and receivable transactions for the cost center including goods, services, contracts, renovation costs, and lease payments. Approves accounts receivable transactions for the cost center.
RISK MANAGEMENT:
- Oversees risk management for JCPL including overall responsibility for life safety systems, equipment and workplace safety, access controls, and facilities-related risk mitigation. Oversees emergency response, disaster recovery, and continuity of operations planning.
FISCAL RESPONSIBILITY:
- Develops, manages and monitors the facilities and construction cost center budgets. Researches and implements cost-effective strategies where appropriate. Provides input to annual plans, budgets and system-wide initiatives.
- Directs capital and major facility resources with budgetary and decision-making authority, ensuring capital investments, maintenance funding, and operating expenditures are aligned with organizational priorities and long-term asset planning.
SUPERVISION:
- Supervises staff in area of responsibility, including managers and supervisors responsible for construction and facilities maintenance functions. Administers and makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, performance evaluations, professional development and corrective action. Communicates short- and long-term goals, expectations and priorities;. non-routine issues; ensures adherence to established policies, procedures, and standards; and communicates and implements policy or procedural changes as directed.

- Minimum 7 years of experience in construction management, including 5 years leading large-scale capital or refurbishment projects.
- Master’s degree or equivalent professional development in Project/Construction Management preferred.
