You will have the opportunity to provide analytical assistance in the administration of assigned operations, programs, and projects including financial, contracts, programmatic, performance goal management systems, and human resources functions; research and analyze programmatic practices and procedures and make recommendations for organizational, operational, policy, and procedural improvements; conduct needs analyses, feasibility studies, and evaluations for assigned projects and programs; supervise technical or administrative staff; and foster cooperative working relationships among County departments.

Human Resources will assess your application to determine if you are minimally qualified using the following recommendations. Administrative Analyst I: Equivalent to a bachelor’s degree from an accredited four-year college or university with major coursework in business administration, human resources management, accounting, public administration, economics, or a closely related field;

OR

One (1) year of professional experience performing administrative, budget, human resources, or administrative management functions, preferably in a public agency.

Paraprofessional administrative experience, comparable to the County’s classes of Administrative Technician, Fiscal Technician, Human Resources Technician, or an equivalent class that would provide the knowledge and abilities listed may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years.

Administrative Analyst II: Equivalent to a bachelor’s degree from an accredited four-year college or university with major coursework in business administration, human resources management, accounting, public administration, or a closely related field;

AND

Three (3) years of professional experience performing administrative, budget, human resources, or administrative management functions, preferably in a public agency;

OR

One year (1) year of experience at a level equivalent to County’s class of Administrative Analyst I.

When assigned to a specific functional area as noted above, previous knowledge and experience in such area is desirable.

Licenses and Certificates :
Possession of, or ability to obtain and maintain, a valid California or Nevada Driver’s License and a satisfactory driving record.

RECRUITMENT PROCESS
The Human Resources Department will screen all applications to identify qualified candidates. After screening , qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the recruitment process.

A written exam (pass/fail and ranking) will be utilized to determine an applicant's ranking and placement on the eligibility list. The examination has been tentatively scheduled for 5/1/2026. If it is determined that you meet the minimum qualifications and are therefore eligible to participate, you will be notified by email at least one week prior to the examination.

If you have taken this examination from greater than six (6) months but within twelve (12) months prior to the scheduled date of the examination, you may elect to transfer that examination score or sit for the examination again; you must contact Human Resources prior to the scheduled exam date to request that your previous score be transferred.

A transferred examination score does not guarantee passing the current examination administration. Examination pass points are set in accordance with the EEOC Uniform Employee Selection Guidelines.

The County of El Dorado is recruiting applicants for Administrative Analyst I/II. This recruitment will establish a list to fill current and future full-time, part-time, limited-term, and extra help vacancies for at least three (3) months in Placerville, CA. In accordance with the Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.

HHSA Facilities Ideal Candidate Statement The ideal candidate for the HHSA Facilities Administrative Analyst role is a dependable, detail-oriented professional with experience supporting facility operations and coordinating daily
logistical needs. They are skilled at assisting with office moves, space planning, furniture and equipment coordination, and building access support. The role requires someone comfortable with
hands-on physical tasks-such as lifting and moving equipment or furnishings-while maintaining strong organizational and problem-solving skills.

They demonstrate sound judgment, clear communication, and the ability to evaluate issues and implement practical solutions. The ideal candidate works effectively with Agency programs, County
partners, and vendors to ensure safe, functional, and compliant work environments. They are adaptable, solution-focused, and committed to providing responsive, high-quality support to HHSA
staff across Agency worksites.

HHSA Facilities Position Overview The Facilities Administrative Analyst plays a central role in HHSA's facility operations, ensuring that Agency worksites are safe, functional, and aligned with organizational needs. This position
assists with facility moves, space planning, office redesigns, and furniture procurement, while coordinating building needs and evaluations with internal programs, County departments, and
external partners.

The Analyst conducts a variety of analytical and operational studies regarding departmental and programmatic activities, evaluates alternatives, makes recommendations, and assists with
implementation of procedural, administrative, and/or operational changes after approval. They coordinate building security protocols in partnership with law enforcement and security vendors,
support access control systems and emergency response planning, respond to after-hours security alarm calls at HHSA buildings as assigned, and assist in coordinating maintenance, janitorial services, HVAC functions, and other critical facility operations. Additional responsibilities include ensuring compliance with safety standards, ADA requirements, and regulatory guidelines. The Analyst assists with inventory and tracking of equipment and furniture, coordinates equipment purchases and deployments, provides technical assistance to others on administrative and analytical matters, conducts ergonomic evaluations, and has the ability to assess workspaces, identify concerns, and provide clear, practical recommendations. Strong communication and a positive, solution-focused approach are essential.

Auditor-Controller Ideal Candidate Statement

The ideal candidate will bring strong analytical skills and a solid foundation in governmental finance. This individual should have experience reviewing and approving financial transactions and preparing or analyzing journal entries. The candidate would also have experience reconciling bank accounts, trust funds, or other similar financial records. This candidate would be required to have the skills necessary to interpret government codes, County policies, and regulatory requirements as they relate to financial operations. Said candidate would also be able to apply such governmental regulatory requirements when writing correspondence, drafting guides, or developing procedures. They will approach their work with attention to detail, sound judgment, and a commitment to supporting the Auditor-Controller’s role in safeguarding public resources.

Chief Administrative Office - CDFA Ideal Candidate Statement The ideal candidate for the CDFA Analyst position is detail-oriented with a foundation in accounting or finance. They demonstrate solid analytical skills, a commitment to accuracy, and the ability to interpret financial data to support sound decision-making. This candidate is comfortable working with Excel and financial software, can learn new systems quickly, and approaches complex tasks with curiosity and persistence.

They work well independently and collaboratively, manage multiple deadlines effectively, and demonstrate a high level of integrity in handling sensitive fiscal information. Above all, the ideal candidate is eager to grow, receptive to feedback, and committed to supporting the team’s financial operations through reliable, efficient, and proactive work.
