THE COUNTY OF EL DORADO The

COUNTY COUNSEL County Counsel is the legal advisor to the Board of Supervisors and is legal counsel in civil law matters for all County departments, boards, and commissions. General duties of the County Counsel include: representing the County in all civil legal proceedings and administrative hearings; preparing ordinances, resolutions and contracts for the County; advising the Board of Supervisors, other County officials, and department heads on legal issues; representing the Health and Human Services Agency in juvenile court dependency hearings and administrative hearings concerning eligibility; advising on legal issues regarding workers’ compensation, tort, and liability cases; and instituting conservatorships for probate and for gravely-disabled individuals, under the Lanterman-Petris-Short (LPS) Act.
THE OPPORTUNITY The County of El Dorado’s Office of the County Counsel is seeking an attorney with at least 5 years of legal experience to join our collegial office of twelve attorneys and five administrative staff who are all committed to providing the highest quality public service while maintaining a healthy work-life balance. The successful candidate will have an excellent academic background, exceptional research and writing skills, and superb communication skills. The attorney chosen will be adept at creative, strategic problem solving and will have the desire to assume responsibility and work cooperatively on a wide variety of complex, fast moving projects.
The selected candidate will have the opportunity to: - Provide a variety of professional legal services, including advising and representing County departments, commissions, special districts, and jurisdictions.
- Perform a wide range of legal work in such areas as civil litigation, public agency law, juvenile, child welfare, public guardian, special districts, and mental health.
- Advise County departmental management concerning their respective duties, powers, functions, and obligations.
- Research legal problems and prepare opinions, ordinances, resolutions, contracts, leases, permits, and other legal documents.

THE IDEAL CANDIDATE The ideal candidate for this position will possess substantial knowledge and litigation experience in Public Guardian LPS and probate conservatorship matters, Adult Protective Services, Writs of Habeas Corpus and Riese hearings, and CARE Court proceedings. Previous experience in health and welfare law and the range of practice areas relevant to a medium sized County is also desirable.
Human Resources will assess your application to determine if you are minimally qualified using the following recommendations: A Juris Doctorate (J.D.) or Bachelor of Laws (LL.B) degree from an accredited law school;
AND
Five (5) years of journey-level professional legal experience, preferably in a local government agency such as a county or city government setting.
Licenses and Certifications:
- Possession of, or ability to obtain and maintain, a valid California or Nevada Driver's License and a satisfactory driving record.
- Possession of an active membership in good standing with the State Bar of California.

This recruitment will establish a list for the purpose of filling current and future full-time, part-time, limited term, and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
