ABOUT THE POSITION

The Clark County Department of Aviation is seeking qualified candidates to apply for the Airport Program Administrator - Construction Project Manager position. This position will be responsible for multiple assigned projects throughout the construction phase and is ultimately responsible for the performance of the entire project team and the success or failure of the projects. This position provides project oversight, technical assistance, and review and evaluation of construction schedules and cost estimates. Responsibilities also include administering agreements for construction and professional services in support of assigned projects and directing the work of relevant vendors. Further, this role administers all aspects of assigned construction projects, ensures compliance with contract documents, adheres to federal, state, and local requirements, and abides by departmental mission, funding source regulations, and other requirements and guidelines. Individuals in this position are responsible for ensuring the project is delivered on time, on budget, and within the approved scope of work. During the design phase of projects, this position will assist in constructability review, phasing, and work sequencing. Throughout the bidding process of projects, this position will assist in answering questions posed by contractors. This role will also be instrumental in assisting the Airport Senior Program Administrator of Construction with process improvement and standardization methods within the Construction and Design division.

This examination will establish an Open Competitive Eligibility List to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Employee Services.

This classification is designated exempt under the Fair Labor Standards Act (FLSA), and is therefore, not eligible for overtime.

MINIMUM REQUIREMENTS

Education and Experience:

Bachelor's Degree in Business, Public Administration or a field related to the programmatic area to which assigned and four (4) years of full-time related professional level experience. An advanced degree in an appropriate field is preferred. Professional level experience and/or education that has provided the skills and knowledge necessary to perform all job functions at this level may be substituted on a year-for-year basis.

Working Conditions: Attend meetings outside of normal working hours.

Licensing and Certification: Specified positions may require valid Nevada Class C driver's license at time of appointment. Positions assigned to the Airside division must complete Security Awareness and National Crime Information Center (NCIC)/Nevada Criminal Justice Information System (NCJIS) certification within six (6) months of hire/transfer, be recertified every year and must maintain certifications in NCIC/NCJIS as a condition of continued employment.

Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

Residency Requirement: Permanent employees must maintain a principal place of residency within the boundaries of Clark County and provide proof of compliance with Nevada motor vehicle registration and drivers' license laws within 90 days of employment.

Citizenship: Candidates must be legally authorized to work in the United States. Please note, Clark County does not provide H1B visa sponsorships or transfers for any employment positions.

Background Check: Employment with the Department of Aviation is contingent upon completion of an education/experience background investigation, a fingerprint-based criminal history record check processed by the FBI, and upon the ability to be granted and maintain a security badge as mandated by the Transportation Security Administration. Note: all prospective hires must present two original government issued ID's upon acceptance of job offer. Examples of acceptable ID's include a Passport, Driver's License or DMV issued ID, birth certificate, Social Security card, Voter Registration card, school issued ID with picture, etc.

Customs and Border Protection Security Seal Program: Employment with the Department of Aviation in this job title is contingent upon a ten (10) year employment and five (5) year residency history record check and the ability to present original identity based documentation in order to meet the requirements for a Security Seal.

PHYSICAL DEMANDS

Mobility to work in a typical office setting, use standard office equipment, and be capable of traveling to various locations throughout the County in order to visit work sites or attend meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
