THE POSITION :

The Mental Health Services Manager (Senior) is responsible for a variety of duties that include clinical services and oversight, program planning, and inter-departmental and community relations. This position works closely with the Adult Services Administrator to provide collaborative leadership. The Mental Health Services Manager Sr. oversees adult system of care teams and programs that serve individuals with co-occurring mental health and substance use challenges, complex and acute transitions in care, crisis aftercare, and support of Mental Health Rehabilitation Centers/sub-acute care. The Mental Health Services Manager Sr. leads program development, develops and manages contracts, and ensures programs conform to funding and data tracking, collection and analysis requirements, in addition to overall claiming, clinical quality assurance and other matters typically associated with the management of a complex Behavioral Health unit. The Mental Health Services Manager Sr will also create policies and procedures to improve service access, delivery, and workflows between county and provider networks. The Mental Health Services Manager Sr leads and integrates the continuum of crisis and acute services-from ED/hospital encounters through stabilization and safe community reintegration-while coordinating with internal teams (Access/Crisis, Outpatient, SUD, BHSA, QA/UM) and external partners (hospitals, payers, law enforcement, EMS, FQHCs, peer organizations). Familiarity with Medi-Cal waivers and SUBG/MHBG funding and oversight preferred.

The duties for this position will include: Oversight of any delegated service programs within the county, and contracted programs to assure a high quality of evidence based services are being offered in a cost efficient manner; manage internal specialty programs such as the Hospital Liaison, CARE Team, and Sub-Acute Team, while also providing oversight of contracted programs including but not limited to the Crisis Residential Program, Crisis Stabilization Unit, and Psychiatric Health Facility. Provide support to Supervisors for purposes of maintaining and improving morale and assisting with employee development and wellness.

They effectively lead multidisciplinary teams, supports staff development, and foster a collaborative, trauma-informed, and culturally responsive environment. Skilled in partnership-building, they work closely with community organizations, law enforcement, health systems, and other stakeholders to strengthen the continuum of care.

Position Requirements

EDUCATION AND EXPERIENCE:

Experience: Four years of increasingly responsible experience in a Mental Health program of which one year was in a management capacity.

Education: A Master's degree is required from an accredited college or university with a major in Psychology, Social Work or a related field.

Depending upon assignment, incumbents in this class may be required to possess a valid licensed Marriage, Family Therapist (MFT) license as issued by the California Board of Behavioral Science Examiners, a Licensed Clinical Social Worker (LCSW) license, or a valid license as a Psychologist issued by the California Board of Psychology.

Employees who were appointed as Mental Health Program Managers prior to January 1, 1979, are exempt from the license provided they remain in this classification in the Solano County Mental Health Division.

Possession of or ability to obtain a valid Class C California driver's license may be required.

Physical Ability: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Requirements: Some tasks require visual perception and discrimination. Some tasks require oral communications ability.

Environmental Factors: Incumbents must be able to work in an institutional environment which may include exposure to communicable disease and unpleasant working conditions.
