Description

The Project Officer III supports the coordination and execution of daily projects and operational activities within the Department. The incumbent facilitates and manages a variety of strategic partnerships and projects that advance the mission of Charleston County.

HIRING SALARY RANGE: $85,508 - $111,987 (Estimated Annual Salary)

Duties and Responsibilities

ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.)

• Participates in developing, implementing, and maintaining County policies and procedures.
• Defines projects scope, goals, and deliverables; makes recommendations on assignments of projects; and establishes timelines and priorities.
• Develops project plans; makes recommendations for staffing, funding, implementation, and evaluation; and manages projects from beginning to end.
• Prepares, assembles, and properly formats the department/division budget and makes logical projections for budget year accounts.
• Serves as a technical advisor on project management, improvements to operational functions, and/or workflow processes.
• Analyzes current operational and/or workflow processes for possible improvements in effectiveness and efficiency.
• Conducts operational, administrative, and procedural studies, prepares reports in support of the studies, and identifies trends or discrepancies.
• Trains employees and supervises related support personnel.
• Performs feasibility studies and cost benefit analyses.
• Researches various methods available for project design and development.
• Resolves specific issues or problems for the Department/Division by coordinating the appropriate personnel to ensure expedient resolution.
• Develops, maintains, and update programs, policies, and procedures to support assigned activities.
• Prepares written reports, letters, and memorandum concerning a variety of subject matter.
• Researches and answers budget related inquiries from all department/division personnel in a timely manner as requested.
• Provides grant administration in an assigned department/division, to include preparation of applications, submitting requisitions, and preparing quarterly and final reports.
• Acts as liaison between the County and other department administrators, elected or appointed officials, and local citizen groups.
• Participates and serves on a variety of local committee and boards.
• Monitors new technology, software, and business trends for potential integration with existing systems, and coordinates improvements accordingly.
• Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
• Attends meetings, conferences, workshops and training sessions and reviews materials to become and remain current on the principles, practices, and new developments in assigned work areas.
• Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
• Oversees and reviews budget to ensure accuracy and support department financial goals.
• Performs other duties or assumes other responsibilities as apparent or assigned.

Minimum Qualifications

QUALIFICATIONS:

• Bachelor’s Degree in Business, Project Management, or a related field of study.
• Minimum of ten (10) years or more of experience, preferably in Project Management or government systems.
• Must be able to demonstrate proficiency in Microsoft 365.
• Must possess a valid SC Driver’s license (or obtain within three (3) months of hire) and meet the requirements of the County’s motor vehicle policy.

PHYSICAL REQUIREMENTS:

• Able to function productively in a standard office environment accessing cabinets, shelving, work areas, and office equipment.
• Able to lift, carry, push, and pull up to twenty-five (25) pounds occasionally.
• Able to sit or stand for long periods of time and to maintain focus on work assignment(s).
• Able to effectively communicate orally (in person and over the telephone) and in writing (electronically and handwritten) in English.

WORKING CONDITIONS:

• Climate controlled office with hazards typical to that environment.
• Standard work hours would be Monday - Friday between the hours of 7:00 AM - 5:00 PM as determined by the supervisor.
• Position requires moderate travel within and outside of the County which imposes common travel hazards.
• May be designated to report to work during hazardous weather and other emergency conditions.
• All employees of Charleston County Government must reside in South Carolina.
