The Department of Public Works is seeking qualified candidates to fill emergency
Administrative Services Manager IIvacancies related to this unprecedented natural disaster.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.Those who successfully pass the assessment will be considered for permanent appointment to Administrative Services Manager II . Essential Job Functions An Administrative Services Manager II is responsible for a combination of the following job functions: - Plans, organizes, assigns, and evaluates the work of professional and support staff engaged in administrative and analytical activities; develops and implements work plans to achieve program objectives and monitors progress toward established goals.
- Participates in the recruitment, selection, training, and development of staff; establishes performance expectations, provides ongoing coaching and mentorship, and recommends performance recognition or disciplinary action in accordance with County policies.
- Supports and coordinates Countywide workforce pipeline programs, including participation in offsite recruitment and outreach efforts to attract qualified candidates.
- Conducts and oversees highly complex research and analytical studies involving operational, financial, and programmatic issues; develops study criteria, gathers and evaluates data from multiple sources, and interprets ambiguous or conflicting information to reach sound conclusions.
- Applies qualitative and quantitative analytical methods to evaluate complex issues, summarize findings, and develop data-driven recommendations that support organizational goals and stakeholder needs.
- Translates complex technical and analytical information into clear, concise language for reports, presentations, executive briefings, and talking points.
- Provides program support and customer service to Management Appraisal and Performance Plan (MAPP) participants, including responding to inquiries, resolving issues, and ensuring compliance with program requirements and timelines.
- Prepares a variety of written materials, including reports, memoranda, and correspondence, often involving sensitive or confidential information requiring sound judgment and discretion.
- Interacts with internal and external stakeholders, including departmental staff, County central agencies, vendors, and partner organizations, to provide consultation, coordinate activities, resolve issues, and support program implementation.
- Monitors program performance and operational processes to ensure effectiveness, compliance with applicable laws and policies, and alignment with departmental goals; identifies emerging issues and develops proactive solutions.
- Performs administrative and operational duties, including maintaining records.

Requirements MINIMUM REQUIREMENTS: OPTION I: A Bachelor's degree from an accredited college or university*
-AND- Three years of experience performing analytical assignments, two years of which must have been at the level of a journey-level analyst** or higher, within one or more of the following administrative*** fields: human resources, budget, finance, contracts or other closely-related administrative field****.
OPTION II: Five years of experience performing analytical assignments, two years of which must have been at the level of a journey-level analyst** or higher, within one or more of the following administrative*** fields: human resources, budget, finance, contracts or other closely-related administrative field****.
LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
You MUST meet the requirement(s) in order to be appointed to fill any vacancies related to this recruitment.PHYSICAL CLASS: Physical Class 2 - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Closely-Related administrative field is defined as predominantly
centralized field or function that could be found in
multiple departments (such as HR, Contracts, budget, and finance), concerned with analyzing, evaluating, modifying, and developing policies and procedures which facilitate the work of the department; and the application of knowledge of administrative analysis, theory, and principles.
EXAM CONTENT:
During your initial work period, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
