DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The Staff Analyst serves in the Houston Public Works (HPW) Council Liaison Branch within the Office of the Chief of Staff in the Director’s Office. This team functions as the primary point of contact for Houston City Council Offices, including 11 district offices and 5 at-large offices, coordinating communication, inquiry response, and public session engagement.

Working collaboratively with other Council Liaison team members, this position provides advanced professional, administrative, and analytical support related to City Council inquiries, public session coordination, and intergovernmental communications. This position is responsible for researching, tracking, analyzing, and coordinating responses to Council Office requests and Public Session speaker concerns in collaboration with multiple HPW divisions, executive leadership, and external stakeholders.

The Staff Analyst ensures timely, accurate, and policy-aligned responses in compliance with City of Houston communication protocols and department procedures. This position operates within a high-visibility governmental environment requiring discretion, professionalism, and strict adherence to communication protocols. The Staff Analyst plays a critical role in ensuring accurate, timely, and coordinated responses between Houston Public Works, City Council Offices, and the public. The role also requires attendance at evening and weekend events, including town halls, public meetings, and other council or department related engagements.



WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing etc.

This is a Department of Houston Public Works Management position at the Tier 3 Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires a Bachelor’s degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year - for year basis.

EXPERIENCE REQUIREMENTS
Three years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
