The Position

The Director of Housing & Community Services is responsible for the overall management and administration of the Department of Housing & Community Services overseeing the Affordable Housing, Homeless Programs and Housing Authority (Farmworker Centers) Divisions, including development of the department’s objectives and design and implementation of supporting programs, processes, policies, and/or procedures to successfully achieve housing objectives. The incumbent is also responsible for the development, administration, and control of associated budgets. This classification is designated as an "at will" classification.

Napa County seeks a mission-driven, systems-level leader with deep expertise in affordable housing, homeless services, and community program administration. The ideal candidate brings a strong foundation in public administration or a related field, combined with hands-on experience managing complex, multi-funded operations and leading high-performing teams. They are equally comfortable presenting to a Board of Supervisors, negotiating with state agency partners, and leading community conversations with residents — translating policy and community needs into programs that produce real outcomes for vulnerable populations. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year. There is currently one (1) regular full-time vacancy.

Experience and Education:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: Six years of increasingly responsible experience in housing, community development, real estate development, housing or homeless services, including four years of administrative and supervisory responsibility, preferably in a governmental organization.

Education: A Bachelor's degree from an accredited college or university with major course work in public administration, business administration, planning, social work, or a related field. An advanced degree is desirable.

License or Certificate*: Possession of a valid California Driver's License.

*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
