San Bernardino County Department of Public Health (DPH) invites qualified professionals to apply for the position of
Public HealthMedia Specialist II*. DPH has two exciting opportunities supporting the Department’s
Animal Care Division and the
Environmental Health Services (EHS) Division .
These roles play a vital part in advancing DPH’s public health mission by developing high-quality communications, producing engaging multimedia content, and strengthening community awareness through strategic marketing, public education, and social media outreach. While each position supports a distinct operational area-with one focused on animal welfare and community safety, and the other on environmental health promotion and regulatory communication-both positions contribute to elevating the County’s public health messaging, brand consistency, and outreach impact. Medial Specialists II positions are lead roles of which provide work guidance and advanced program marketing administration.
Key responsibilities for a Media Specialist II are as follows:
Brand and Design Review- Review and approve design and marketing collateral produced by the organization for adherence to County brand standards, design quality, and ADA compliance.
- Provide guidance and feedback to ensure all materials meet the County’s professional and visual identity standards.
Content Creation and Social Media Management- Write, compile, and distribute information related to media requests, animal related programs or environmental health programs, and public education topics.
- Manage public health program social media platforms; post engaging content promoting public health program operations, safety messaging, and community partnerships.
- Monitor online discussions and identify opportunities for engagement.
- Develop written content for newsletters and update the Animal Care or Environmental Health website with current information, stories, and public facing resources.
Visual Media Production - Capture high quality photo and video content in animal shelters, during field operations, at adoption events, emergency responses, and community outreach activities.
- Create graphics, images, and videos tailored to animal welfare education, safety campaigns, and public messaging.
- Work collaboratively with County Communications for branding and approval processes.
Campaign Development - Support campaigns such as pet adoption promotions, disaster preparedness messaging for pet owners, animal safety reminders, and outreach initiatives.
- Lead media related logistics for events, including preparing press materials, and capturing event footage.
Reporting and Analytics- Track performance of multimedia content to evaluate the reach and effectiveness of public health program messaging.
- Provide regular analytic reports to inform future outreach strategies.
Collaboration and Communication- Work closely with Environmental Health and Animal Care staff, community education staff, and communications personnel.
- Participate in field assignments as it relates to Environmental Health and Animal Care program operations.
- Ensure messaging accurately reflects operational realities, standards and community safety protocols.

Summary of Benefits Memorandum of Understanding (MOU) CONDITIONS OF EMPLOYMENT Pre-Employment Process: Prior to appointment, incumbents must pass a background investigation, including fingerprinting, and verification of employment history and education.

Travel: Travel throughout the County sometimes at short notice may be required and employees will be required to make provisions for such transportation.
Shifts: May require incumbents to work some evenings, weekends, and on-call to cover events and emergency responses.
Animal Care Position: Must be comfortable working around animals of various temperaments and sizes, including dogs, cats, birds, reptiles, and livestock.
Minimum RequirementsEducation: A Bachelor's degree in English, Communications, Journalism, Marketing, Public Relations, Mass Communications, Graphic Design, Public Health, Health Promotion and Education, Community Health, Health Administration, Health Science or other closely related field.
Note: Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.
-AND-Experience: Three (3) years of progressively responsible experience in two (2) or more of the following areas:
Graphic design and visual communication, including the creation, review, or approval of marketing and outreach materials for print and digital use;Brand management or design compliance, ensuring consistency with organizational identity and accessibility standards;Marketing or campaign coordination, including planning and supporting outreach initiatives or promotional programs;Social media strategy and management, including developing, posting, and monitoring content for a business, government agency, or organization;Health promotion and education, including direct community engagement and the planning, designing and dissemination of health education materials to the public;Public relations experience, including developing key messaging, managing media inquiries, or supporting community outreach and stakeholder communication efforts.
Qualifying experience must demonstrate strong knowledge of design principles, marketing communication practices, and the ability to maintain a consistent and professional brand presence across multiple platforms. (Posting content to personal social media accounts is not considered qualifying.)
Desired QualificationsThe ideal candidate will have extensive experience in the following areas:
- Providing creative direction or oversight of design and marketing collateral to ensure adherence to brand and ADA standards.
- Developing and implementing social media strategies that enhance community engagement and align with organizational goals.
- Utilizing advanced features of Adobe Creative Cloud (Illustrator, Photoshop, InDesign, Acrobat, etc.) or similar professional design software.
- Collaborating with cross-functional teams to support Countywide marketing initiatives and outreach campaigns.
- Reviewing and refining visual materials to maintain consistency, quality, and professional presentation across all platforms.
- Demonstrating strong understanding of visual communication, layout, typography, and brand management principles.
- Presenting information verbally to audiences of varying sizes.
- Capturing high resolution photographs at a variety of events.
Candidates who have ADA Compliance knowledge and training are also highly desired and encouraged to apply.
