RATE OF PAY: $26.606 per hour

DEPARTMENT: COUNTY ATTORNEY'S OFFICE

STATUS: REGULAR, FULL-TIME

DEFINITION : Serves as a liaison between the County Attorney’s Office, victims of crimes, their advocates, and witnesses. Coordinates hearing and legal arrangements; and communicates with crime victims, their advocates and witnesses on behalf of the County Attorney’s office.

EXAMPLE OF DUTIES: Contacts victims and witnesses of crimes, explains the County Attorney’s Office role and procedures, provides referrals to the Crime Victim Advocate Program for advocacy and further support services. Ensures victims and witnesses are informed and prepared throughout the criminal justice process. Answers questions and explains the legal and judicial system processes and procedures to victims and witnesses as their case moves through the legal and court systems. Explains courtroom etiquette and possible case outcomes. Maintains contact with victims, their advocates, and witnesses to provide them with information. Notifies victims of upcoming hearings and explains the purpose of each hearing. Maintains accurate and confidential case files, documenting all interactions and services provided. Attends pretrial interviews, judicial hearings and trials, as needed, in order to provide victims and witnesses with information during such sessions and provide support as needed. Schedules interviews with victims, their advocates, witnesses, prosecution, and defense. Provides victims with information regarding victim’s rights, and how to make victim impact statements. Reads victim impact statements in court at the behest of the victim. Requests and gathers information from victims of crimes to determine restitution eligibility. Provides victims and witnesses with information concerning court hearings, and serves as liaison between the victim, Crime Victim Advocates, and the County’s prosecuting attorney. Explains Youth Court Act to victims of juvenile offenders. Contacts witnesses and assists in coordination of interviews and testimony for the Dependent Neglect Unit. May be asked to work with tribal organizations throughout the United States and send notices to organizations and tribes regarding CFS intervention or to determine tribal enrollment and/or eligibility. Prepares subpoenas, has them issued through the Court and then mails, emails, or submits them for civil service. Ensures responses and returns of service are received. Keeps accurate records of service and contact information for all victims and witnesses ensuring the information is readily accessible in their absence. Provides appearance information to advocates and witnesses in criminal and dependent neglect cases; provides employer intercession services for witnesses when requested; resolves appearance issues to ensure out-of-town victims and witnesses appear in court. Provides criminal justice agency partners (i.e., law enforcement, advocates, etc.) status updates regarding ongoing cases (i.e., charging decisions for pending cases, continuances, etc.).

Provides the prosecuting attorney with impressions and opinions concerning the strength of the case and the victims and witnesses, strategy and planning. Maintains accurate documentation, records, case notes, and files on each case; and prepares materials for assigned attorneys as necessary. Assists attorneys and paralegals in making sure the witness list is up to date, which may include reviewing files to ensure that all witnesses have been noticed.Makes travel arrangements for victims, witnesses, and experts. Keeps accurate financial records regarding travel and per diem for victims and witnesses, providing appropriate documentation to the Operations Manager for payment and/or reimbursement of funds. Participates in local interagency networks including social service agencies, law enforcement agencies, and community organizations providing a coordinated community response to victims of crime. Tracks data and statistics related to victims, juveniles, and forensic interview case outcomes. Attends training meetings, conferences, and workshops as necessary.

MINIMUM QUALIFICATIONS: Requires a Bachelor’s degree. Degrees best suited for this position include criminology, sociology, psychology, and social work.Requires two years of experience working in the criminal justice system or providing victim and witness assistance.

SPECIAL REQUIREMENTS: Must pass an extensive driving history and criminal background investigation.

PHYSICAL/ENVIRONMENTAL DEMANDS: The work is primarily performed in an office setting, with long periods of sitting at a computer terminal but may require travel to local law offices, law library, medical facilities, detention centers, trainings, and events. The work involves contact with some people who have experienced extreme emotional and/or physical violence creating the potential for significant emotional stress for the employee and possible exposure to violent incidents.
