What You'll Do:
- Directs and oversees daily operations of Wastewater and Stormwater Investigations and Inspections personnel.
- Develops, prioritizes, assigns, and monitors work activities to ensure efficient completion of service requests, inspections, investigations, and regulatory requirements.
- Coordinates work activities between multiple KC Water divisions and other City of Kansas City departments.
- Ensures proper documentation and reporting of all investigations, inspections, and maintenance activities.
- Develops, implements, and maintains Standard Operating Procedures (SOPs) for section operations.
- Monitors operational performance and identify opportunities for process improvement.
- Supervises Principal Engineering Technicians, Senior Engineering Technicians, and Labor staff for the three (3) sections below:
- CCTV Inspections
- Wastewater & Stormwater Investigations and Inspections
- Contract Inspections
- Conducts employee performance evaluations and prepare annual appraisal ratings for direct reports.
- Provides coaching, mentoring, training, and professional development opportunities for staff.
- Administers disciplinary actions in accordance with City policies, labor agreements, and departmental procedures.
- Coordinates employee scheduling, staffing assignments, and on-call rotations.
- Reviews and approves employee timekeeping and leave requests through NOVAtime.
- Directs dry-weather and wet-weather sanitary sewer overflow response activities.
- Ensures timely investigation, documentation, and reporting of sewer overflows.
- Prepares and submits required Missouri Department of Natural Resources (MDNR) reports through the Missouri Gateway for Environmental Management (MoGEM) system, including:
- 24-Hour Overflow Reports
- Five-Day Overflow Reports
- Provide overflow notifications, updates, and summary reports to senior management through written correspondence and email communications.
- Ensure compliance with all reporting deadlines and regulatory requirements.
- Promotes and enforce departmental safety policies and procedures.
- Ensures compliance with OSHA regulations, environmental regulations, and City safety standards.
- Conducts safety meetings and support ongoing employee safety training initiatives.
- Investigates incidents and implement corrective actions when necessary.
- Prepares reports, correspondence, presentations, and operational summaries.
- Monitors workloads, staffing needs, and resource allocation.
- Participates in budget planning and management activities.
- Attends meetings with management, regulatory agencies, contractors, and consultants.
- Directs and oversee responses to customer concerns, 311 Action Center requests, internal City department requests, sewer overflow complaints, wastewater and stormwater investigation requests, and other escalated operational issues.
- Manages the lifecycle of service requests and work orders in Hansen/Infor, ensuring proper prioritization, assignment, documentation, follow-up, and completion while maintaining high levels of customer service and operational performance.
- Leads bi-weekly and monthly staff meetings with supervisors, technicians, and field personnel to communicate operational objectives, performance expectations, regulatory requirements, and departmental updates.
- Conducts regular reviews of SOPs, safety procedures, and best practices to ensure compliance and continuous improvement.
- Analyzes and discusses Lytx DriveCam events, vehicle safety performance, accident prevention strategies, and defensive driving techniques to reduce risk, improve driver behavior, and maintain a strong safety culture.
Qualifications
REQUIRES: - High school graduation and 6 years' experience in building or water/wastewater utility construction, maintenance, repair, alteration, and cleaning work, including 3 years of supervisory experience.
- Must possess a valid State -issued driver's license in accordance with the City of KCMO policies.
- Must pass a pre-employment drug screen and post-offer physical examination as prescribed by the City.
- May be required to possess at least one of the certifications listed below within 6 months of moving into this job classification in accordance with state regulations: Distribution System Level III (DS-III) License with the State of Missouri; Wastewater Collections system level A certification with the State of Missouri; Level A operator certification in water or wastewater issued by the Missouri Department of Natural Resources. Approved third party certification maintenance operations including: HVAC, welding, plumbing, electrical, machinist, mechanic etc.; Meter Testing or Repair Certification.
