Join us to make a difference!Position DutiesThe Library Department is recruiting a Broadband and Artificial Intelligence (AI) Analyst (Senior Analyst) to support the City’s implementation of the Digital Empowerment and Broadband Strategy (Strategy). The Senior Analyst will lead the broadband permitting program and assist with development of AI governance and training for Library staff in alignment with the Strategy’s work plan and SJPL’s mission, vision, and principles. The Senior Analyst is a member of Broadband and Partnerships Unit (Unit) in the Library’s Digital Empowerment and Public Technology division, and reports directly to the Unit Program Manager.
The City Council approved Digital Empowerment and Broadband Strategy seeks to expand access to reliable wired and wireless broadband while advancing digital empowerment through equitable access to connectivity, technology, and digital skill-building for underserved communities. Executing this strategy requires accelerating broadband permitting with the telecom providers for small cell, macro cell, and fiber optic infrastructure, working collaboratively with the community on the aesthetics and other community concerns associated with broadband deployment, and managing the day-to-day permitting workflow across the multiple City departments responsible for review, permitting, and inspection.
The Senior Analyst directly influences over $500 million in private sector investment into the City. This private sector investment creates jobs, increases regional GDP, delivers Smart City capabilities across the city, and expands economic opportunities for the digitally underserved.
The Senior Analyst requires a broad set of skills including project management in an Agile environment, stakeholder coordination, contract development and management, data analysis, team leadership, and public collaboration. They will support value exchange agreements for broadband deployments and coordinate across City departments on the permitting and construction of macro sites, small cells, underground fiber optics, conduit runs, and the City’s Community Wi-Fi equipment. This role requires collaboration with various City departments, including but not limited to, the City Manager’s Office; Planning, Building and Code Enforcement (PBCE); Public Works; Fire Department; Transportation; Information Technology; the Office of Economic Development, and the City Attorney’s Office
The Senior Analyst also works closely with telecommunications companies and internet service providers to evaluate ways to accelerate broadband deployment. Collaboration with public interest groups, community organizations, and other stakeholders will also be required to support public adoption of broadband services. Finally, the Senior Analyst works closely with the Library’s Digital Empowerment Unit and external stakeholders to ensure progress on social justice and closing the digital divide for under-served people in San Jose.
The Senior Analyst responsibilities include the following:
- Manage and coordinate broadband permitting service levels across multiple departments and with telecommunications providers using Agile project management practices, while balancing industry needs with safe, well-designed technology, and consistent review process.
- Track, analyze, and report on broadband-related agreement compliance, service-level commitments, permitting performance, deployment progress, and progress toward the City’s Digital Empowerment and Broadband Strategy, including through data dashboards and other reporting tools; identify bottlenecks, coordinate issue resolution, and recommend process improvements.
- Support the Library’s AI governance, public initiatives, and training for staff.
- Support the City’s Community Wi-Fi operations and other connectivity initiatives that expand broadband access for underserved communities.
- Collaborate with external stakeholders on community concerns with broadband deployments, support public understanding and adoption, and advance digital empowerment goals.
- Conduct research and data analysis to evaluate emerging needs, trends, opportunities, digital equity gaps, and program performance, and develop recommendations for broadband deployment and digital empowerment initiatives.
- Coordinate with the City’s Emergency Operations Center on telecommunications needs.
- Monitor and analyze federal, state, and local laws, regulations, rulings, and court decisions affecting broadband deployment, including actions by the Federal Communications Commission and the California Public Utilities Commission.
- Report progress to senior City staff and telecommunication staff.
The Salary Range for this Senior Analyst classification is: $118,460.16- $144,318.72. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

Minimum QualificationsEducation: A Bachelor’s Degree from an accredited college or university.
Experience: Four (4) years of increasingly responsible experience in general management/administrative analytic work in the areas of budget, finance, grant administration, organizational analysis, general administration, human resources, or related field in general analytical work.
Acceptable Substitutions: One (1) year of additional education above the Bachelor’s Degree level may be substituted for one (1) year of the required management/administrative analytic work.
