LACERA is seeking a well-qualified individual to fill a position in the Human Resources Division (Talent Acquisition and Management) at the level of Senior Human Resources Analyst, LACERA.
FILING DATES: The application filing period will begin on Wednesday, April 8, 2026. This transfer opportunity will remain open until the needs of LACERA are met and may close without prior notice.
VACANCY INFORMATION: This transfer opportunity is located at LACERA's Offices at 300 North Lake Avenue, Pasadena, CA 91011-4199.
WORK SCHEDULE: This full-time position is required to work 40 hours a week. LACERA offers a hybrid work environment.
EXAMPLES OF ESSENTIAL JOB FUNCTIONSThe Talent Acquisition and Management Unit is responsible for recruitment and selection, performance management, discipline, employee relations, and classification and compensation.
RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO: - Conduct full-cycle recruitment and examination activities for LACERA positions, including job analysis, development of examination plans, application screening, and administration of selection components.
- Develop and prepare examination materials, such as structured interview questions, scoring guides, test instructions, and examination documentation, ensuring adherence to merit-based principles and Civil Service Rules.
- Coordinate and facilitate structured interview panels, including briefing panel members, ensuring uniform administration, and maintaining examination integrity.
- Perform classification and compensation work, including collecting job data, evaluating duties, conducting position reviews, benchmarking salaries, and assisting in the preparation or revision of class specifications.
- Research and apply governing codes, regulations, Civil Service Rules, LACERA policies, and County policies, providing guidance on their application to recruitment, classification, discipline, and other HR functions.
- Prepare technical written documents, including reports, memoranda, class study materials, disciplinary correspondence, policy drafts, and procedural guidelines requiring interpretation of HR rules and standards.
- Provide consultative guidance to managers, supervisors, and staff regarding recruitment processes, position allocation, examination requirements, classification issues, and employee relations matters.
- Review and analyze employee performance documentation, advise management on performance management practices, and ensure compliance with applicable guidelines.
- Assist in the review, evaluation, and processing of disciplinary matters, ensuring documentation is complete, consistent, and compliant with relevant rules and policies.
- Participate in employee relations activities, including fact-finding, conducting investigations, and preparation of HR responses or recommendations.
- Provide guidance to divisions regarding organizational or staffing changes, including impacts on classification, workload distribution, recruitment needs, and position control.
- Maintain and update HR records, examination files, and documentation in accordance with retention, confidentiality, and audit requirements.
- Collaborate with internal and external stakeholders on recruitment outreach, workforce initiatives, HR projects, and process improvement efforts to enhance service delivery.
- Support training and knowledge-sharing efforts, such as coaching staff, assisting with panel member training, and providing guidance to divisions on HR procedures and best practices.
REQUIREMENTSREQUIREMENTS: Permanent LACERA, Superior Court and County of Los Angeles employees who have successfully passed their initial probationary period and hold the payroll title of a comparable item at the level of Senior Human Resources Analyst, LACERA, performing similar work at an equivalent salary and complexity in accordance with Civil Service Rule 15. Comparable titles include Administrative Services Manager I and Senior Human Resources Analyst (Superior Court).
DESIRABLE QUALIFICATIONS :- Demonstrated knowledge and experience performing recruitment and selection activities, including job analysis, development of examination plans, screening for minimum requirements, and administering job-related assessments.
- Experience in performing classification and compensation activities, including collecting and evaluating job data, assisting in the development or revision of class specifications, collecting and analyzing salary information, and recommending salary changes.
- Knowledge of and experience researching, interpreting, and applying governing codes, Civil Service Rules, County and/or LACERA policies, and departmental procedures as part of a human resources office.
- Experience preparing technical and analytical written materials, such as memoranda, position review analyses, class study documents, disciplinary correspondence, investigation reports, or other materials requiring accurate interpretation of HR rules and standards.
- Experience providing consultative guidance to managers, supervisors, and staff regarding recruitment processes, examination requirements, position allocation, disciplinary matters, or employee relations issues.
- Experience reviewing and analyzing employee performance documentation and advising management on performance management practices, documentation standards, and compliance with Civil Service rules.
- Experience assisting in the review, evaluation, or processing of disciplinary or employee relations matters, including fact-finding, documentation review, and preparation of recommendations.
- Demonstrated experience using NEOGOV to manage recruitments, track applicant progress, maintain records, and generate operational reports.
- Demonstrated ability to manage multiple priorities and perform responsibilities with minimal supervision, while exercising sound judgment, maintaining confidentiality, and producing work that is accurate, timely, and compliant with applicable policies.
- Strong organizational, analytical, and problem-solving skills necessary to evaluate human resources issues and recommend effective solutions.
- Excellent oral and written communication skills, including the ability to prepare clear and concise written materials, communicate effectively with staff at all levels, and provide guidance in a professional and supportive manner.

$92,862.60 - $121,788.00 Annually
