The City of Citrus Heights is seeking a Management Analyst I/II (Human Resources) to join our team and take a meaningful role in supporting our employees and organization.

This is a great opportunity for someone who enjoys the people side of HR as much as the technical side. The position has a diverse portfolio of responsibilities, with a primary focus on workers’ compensation, leave administration, safety, and employee wellness. You’ll work closely with employees, supervisors, managers, medical providers, and HR colleagues to navigate complex situations, provide thoughtful guidance, and help ensure our workplace is safe, supportive, and compliant.

Examples of Duties

The Human Resources Management Analyst I/II provides responsible professional, administrative and technical assistance in the development, administration and implementation of City programs; to provide highly responsible analytical staff assistance including to conduct specific and comprehensive analyses of a wide range of municipal policies involving organization, procedures, finance, and services; to manage various projects; and to assist in office management functions.

Experience and Training

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience :

Three years of experience equivalent to the Human Resources Technician level with the City of Citrus Heights.

Training :

Equivalent to the completion of a Bachelor’s degree with major course work in public administration, business administration, communications or a related field.

License or Certificate :

May need to possess a valid California driver’s license and proof of automobile liability insurance as required by the position.

Management Analyst II

Experience and Training

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience :

Two years of professional level experience in public administration similar to the Management Analyst I with the City of Citrus Heights.

Training :

Equivalent to the completion of a Bachelor’s degree with major course work in public administration, business administration, communications or a related field. A Master’s degree in a related field is highly desirable.

All levels

License or Certificate :

May need to possess a valid California driver’s license and proof of automobile liability insurance as required by the position.
