OVERVIEW

Kitsap County is seeking a dynamic professional to lead high-impact communications, public engagement, and strategic outreach for the Stormwater Division. This role is an exceptional opportunity for a seasoned communications, marketing, or public engagement expert who thrives in a mission-driven environment and is ready to guide innovative programs that make a measurable difference in community behavior and environmental health.

Working collaboratively with the Communications team and staff across the organization, the Stormwater Education & Outreach Analyst leads communications for the Stormwater Division by developing engaging written and visual content that informs and educates internal and external audiences while aligning with the County’s brand standards and communication goals. In this fast-paced role, you will shape the Division’s public voice through strategic campaigns, digital platforms, high-quality media, and innovative education and outreach programs that meet and exceed NPDES stormwater permit requirements. You will also lead regional partnerships and behavior-change initiatives that protect our waters, strengthen community relationships, and increase public understanding of stormwater impacts.

The ideal candidate is a proactive and highly organized self-starter with strong visual storytelling and graphic design skills, excellent writing and editing abilities, and demonstrated success managing communications for a large organization.

As the Stormwater Education & Outreach Program Analyst, you will:

Required Education and Experience

Bachelor's degree in marketing, communications, or a related field; and three (3) years of experience in communications including education and outreach, media campaigns, public relations, marketing research and analysis, community-based social marketing, grant writing and management, contract management, adult education, technical communication for non-technical audiences, behavior or organizational change, event planning, or facilitation.

Retirement:
Employees are covered under the PERS retirement plan provided through the Washington State Department of Retirement Systems and Social Security.

Deferred Compensation (IRS Plan 457b): tax-deferred savings program

Holidays
11 paid holidays and 2 additional floating holiday per year. One additional floating holiday after 10 years of service.

Vacation Leave
New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

Upon completion of 2 years: 15 days per year (10.00 hours per month)
Upon completion of 5 years: 20 days per year (13.33 hours per month)
Upon completion of 10 years: 25 days per year (16.67 hours per month)

Sick Leave
All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.

If you are transferring or promoting into this position you are responsible for reviewing these benefit changes; prior to accepting a position. In addition, it is your responsibility to notify the Auditor's Payroll Division of a change in union status.
