Under general direction, the Fatherhood Program Manager leads the planning, coordination, and administration of the Alameda County Fathers Corps, a collaborative initiative that promotes and advocates for father-friendly services and supports fathers and father figures in being meaningfully engaged with their children and families. Working collaboratively with internal and external partners, the position supports program implementation, evaluation, and continuous improvement to advance the goals and impact of the Fathers Corps. The position also provides guidance and coordination to program consultants and Fathers Corps members but does not exercise direct supervision of staff.

• Plans, coordinates, and leads trainings and learning communities in collaboration with the agency's training team
• Coordinates activities which further the integration and alignment of the Father-Friendly Principles ad programming with other agency initiatives
• Collects and provides data for presentations, annual reports, and to demonstrate the impact of the Fathers Corps, and develops written communications and/or online content in collaboration with the Planning, Policy, and Evaluation & Technology teams as requested
• Provides programmatic support, which includes but is not limited to, planning, coordinating, facilitating, and convening, the Interagency Fatherhood Workgroup, the Fatherhood Partnership, the Father-Friendly Provider Network, the Fatherhood Leadership Academy, and all efforts related to Fathers Corps’ activities
• Ensures compliance with contract provisions and funding source regulations and sees that appropriate approvals are received
• Recommends and facilitates implementation of procedural and operational changes
• Develops and manages contracts as assigned, including development and compliance to budget and results based accountability (RBA) plans, as well as other agency process and procedures
• Performs special projects such as conducting surveys, researching best practices and alternative funding streams; summarizes and analyzes data and prepares narrative or statistical reports and recommendations

Qualifications

Minimum Qualifications:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. Additional experience and/or education can be substituted to meet typical qualifications. A typical way to obtain the required qualifications would be:

Five (5) years of increasingly responsible experience in program management, administration, and development specific to the program area of assignment and completion of a bachelor's degree from an accredited college or university with major coursework in a closely related field applicable to the position.

Additional relevant work experience may be substituted to meet the college coursework/bachelor's degree standard.

Knowledge of:

• Best practices in father engagement strategies and practices
• System barriers that prevent fathers from engaging with their children or utilizing services
• Challenges fathers experience as parents
• Program planning, evaluation and quality assurance methodologies
• Practices of contract negotiation, development and management
• Budget development and management, and financial record-keeping procedures
• Applicable state and local laws, rules and regulations
• General knowledge of early childhood development preferred
• Cross-cultural sensitivity
• Principles and practices of planning and project management
• Proficiency in Microsoft Office Suite, Office 365 preferred

Ability to:

• Communicate fluently in Spanish, including speaking, reading, and writing.
• Establish and maintain effective, collaborative working relationships with a wide range of professionals and administrative professionals including but not limited to, F5AC staff, elected officials, partnering agencies, community partners and providers
• Demonstrate experience and leadership in mobilizing and coordinating systems and developing strategies/services to target identified needs
• Evaluate program and service delivery, using and applying data to identify and resolve programmatic and/or operational issues
• Plan and organize work to ensure organizational and program goals are achieved
• Develop and provide trainings and presentations to diverse audiences
• Plan, facilitate, and contribute to group meetings and effectively represent the program and agency in meetings
• Work in a multidisciplinary team setting
• Define and address complex problems requiring the analysis of multiple variables or situations; collect, synthesize, analyze, and present information; consider alternatives and draw valid conclusions
• Exercise sound judgment within broadly defined practices and procedures to develop appropriate strategies and make sound decisions
• Demonstrate effective interpersonal and written communication with Commission, public system and community partners, and the public, including ability to write and produce reports
• Read, analyze, interpret, and present common professional publications, policy documents, financial reports and related business documents and information
• Meet attendance requirements of the position and be timely in meeting all requirements for work performance
• Effectively organize, coordinate, and supervise professional and administrative staff
• Communicate effectively orally and in writing to staff and community and public partners
• Promote teamwork and the integration of father-friendly practices within and across the agency
• Demonstrate cultural awareness and sensitivity in a variety of contexts
• Read, analyze, and interpret agency documents and information
• Plan and project manage work to ensure organizational and programmatic goals are achieved
• Develop, understand, and monitor budgets
• Establish and maintain effective working relationships with staff throughout the Agency and with public and community partners
• Adapt, with minimal or no advance notice, to changes in agency operations and work assignments or procedures
• Define and creatively address problems or challenges requiring analysis of multiple variables or situations, collect and analyze information, consider alternatives, and draw valid conclusions

• We are working a 2 day per week hybrid in-office schedule and may return full-time at an undetermined date.
• All First 5 employees must live and work in California.
• The salary range for this position is $99,000 to $142,000 and as an independent government agency, the posted salary is the set salary range for this position. We cannot offer salaries above this posted range.

Additional Requirements

• Travel within Alameda County is necessary to carry out job duties. Some travel outside Alameda County is occasionally required.
• Support agency events in person on nights and weekends.

• The salary range for this position is $99,000 to $142,000 and as an independent government agency, the posted salary is the set salary range for this position. We cannot offer salaries above this posted range.
