DEFINITION: Under immediate (Engineering Technician I) to general (Engineering Technician II) supervision, performs a diverse range of technical engineering tasks; conducts technical review and plan checking for land development projects; performs computer aided drafting (CAD) tasks; processes utility clearances, right of way documents and permits; updates and maintains survey, and geographic information system (GIS) data; performs a variety of customer related services; and performs related work as required.

CLASS CHARACTERISTICS: This is the fully qualified journey-level classification in the Engineering Technician series. Positions at this level are distinguished from the Engineering Technician I level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

Essential Functions

EXAMPLES OF TYPICAL JOB FUNCTIONS :
Provides technical support to the District’s land development, engineering, survey, right-of-way and construction operations; assists District staff, contractors, and the general public with questions related to the location, status, and types of facilities operated and maintained by the District.Performs all phases of receiving, researching, processing, and responding to customer questions for applications related to District new water and sanitation services, including residential and commercial developments, and right-of-way requests; calculates fees and coordinates with District departments for account reviews, deposit release, and invoicing.Applies departmental policies and procedures in determining the completeness of applications and supporting documentation; advises customer of document deficiencies and provides necessary forms.Uses Computer Aided Drafting (CAD), Geographic Information System (GIS) software, and manual drafting for the preparation of construction drawings, maps and related materials; updates District GIS programs for stormwater, domestic water, and sewer layers, groundwater monitoring, domestic water production and pressure zone boundaries.Provides support to the District’s survey operations; prepares for field work; reviews construction plans; and ensures traffic control is properly set up and established.Perform field electronic data collection; sets up and operates surveying instruments; calculates elevation, slope, stationing, distance and bearings, and geographic location; downloads data and maintains maps, plans, and records. Minimum Qualifications

MINIMUM QUALIFICATIONS:
Licenses and Certifications : Possession of a valid California Driver’s License, to be maintained throughout employment.
Experience: Three (3) years of increasingly responsible experience performing technical work in land development, construction, surveying, engineering, right-of-way, or a related field.
Education: Associate degree in engineering, construction management, land survey, land use planning, public administration, business administration, or a related field.
