Position Duties

San José Mineta International Airport is seeking to fill a Division Manager position within the Planning and Development Division. Reporting to the Deputy Director of Planning and Development and working closely with the Airport Director, the Division Manager will be primarily tasked with the management of sections within the Planning & Development Division that are not directly involved in capital project delivery and will focus on providing project delivery support and general Airport-wide support services, such as the Environmental Services Section, GIS Section, Tenant Improvement program, and the Sign Shop. The Division Manager will have four (4) direct reports and oversee a team of eleven (11) staff members. In addition to the management of these four sections within the Planning & Development Division, the Division Manager will serve as a Senior Staff liaison for Airport tenant improvement projects within the airport terminals, provide additional leadership and general administrative oversight for the Planning & Development Division, and serve as the Person-In-Charge for the Planning & Development Division in the absence of the Deputy Director. The Division Manager is responsible for assisting in the planning, organizing, directing, and coordinating operational and administrative service functions within the Division, and assisting executive and senior management in the formulation and implementation of department policies and procedures.

The Division Manager position performs work of considerable difficulty including:
• Direct management of the Tenant Improvement, Environmental, GIS, and Sign Shop Sections.
• General Oversight of administrative processes within the Planning & Development Division, such as service orders, contract management, notices to proceed, and invoices.
• Special project management, such as oversight of the Airport’s Project Management Information System implementation.
• Serve as liaison to Federal, State, and local agencies on behalf of the Planning & Development Division.
• Provide general oversight for tenant improvement projects within the terminals.
• Hiring and retaining staff to assist on-time delivery of projects that meet budget.
• Diversity, Equity, and Inclusion (DEI) sensitivity and implementation practices are required.
• Leading and managing the Training and Development team to create consistent project management practices and improvement.
• Leadership, coordination, and enhancement for airport capital activities between the Airport staff, the Public Works Department, other stakeholders, and the public, using the City’s values as a guide.
• Directing special Airport strategic planning programs, as assigned
• Presenting reports and information to the City Council, boards, committees, and other divisions or departments as necessary.
• Maintaining compliance with all applicable regulations

• In taking action, demonstrates an understanding and consideration of how their actions will impact stakeholders and affected areas in the organization.
• Approaches problem-solving by focusing on customers first; advocates for customer results point of view; demonstrates the ability to anticipate customers’ needs and deliver services effectively and efficiently in a timely, accurate, respectful, and friendly manner.
• Understands the relationship of the budget and resources to the strategic plan; complies with administrative controls over funds, contracts, and procurements.
• Uses efficient and cost-effective approaches to integrate technology into the workplace and improve program effectiveness. Use of diversity, equity, and inclusive principles required.

The final candidate’s qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in this classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay, which is included in the range below.

The Division Manager salary range is $136,435.26 - $215,964.32 annually.

Minimum Qualifications

Education and Experience
Bachelor’s Degree in a closely related field and six years of progressively responsible directly related experience, including three years of supervisory experience.

Required Licensing (such as driver’s license, certifications, etc.)
Possession of a valid State of California driver's license may be required for some assignments.
