Job Description and Duties

Under the general supervision of the Assistant Bureau Director, the Special Agent in Charge (SAC) is assigned as the highest management level agent responsible for coordinating the operational and administrative activities of the various levels of staff and local, state, and/or federal law enforcement personnel. The SAC manages and acts as the Headquarters Liaison with various departmental and other state, local, and federal entities relative to the administrative and operational functions of the Bay Area Regional Office and the Special Operations Unit Program Manager. The SAC makes recommendations as to project priority, equipment, and budgetary needs. Plans, develops, and implements comprehensive policies and procedures relating to the operation of the enforcement program(s) under his/her supervision. Ensures that fiscal and program integrity is maintained, and the appropriate support is provided to the various programs under his/her supervision. Coordinates intelligence exchange with state, federal, local, and multi-jurisdictional agencies. Provides oversight to sworn and professional staff in carrying out functions of the specified enforcement programs. Serves as an executive board member, along with other law enforcement executives, for each of the task forces under his/her supervision. Recommends to Bureau of Investigation executive management the allocation and redirection of resources as necessary to meet operational needs. Serves as a central point of contact for operational issues and concerns for training and equipment needs for areas under his/her authority. Prepares staff evaluations, disciplines employees, and handles grievances as needed or directed.

The candidate should have extensive law enforcement management and leadership experience in a variety of assignments which reflect diverse investigative skills, human resource assets, with established law enforcement contacts at the local, state and federal levels in the law enforcement community throughout the state. Willingness to work excessive duty hours to accomplish the mission of the Special Operations Unit and the mission for the Office of the Attorney General. Should have excellent written and oral communication skills; strong analytical skills; good research skills; effective time-management and organizational skills. Should have the ability to maintain professional and courteous working relationships with all levels of staff; ability to foster positive working relationships with internal/external contacts; ability to successfully lead and supervise a group of individuals; ability to work well under pressure and meet deadlines; possess integrity and the ability to maintain confidentiality of sensitive information; strong proficiency in Microsoft Word, Excel, and Outlook; and good attendance. Background in training, instructor development and an understanding of different adult learning concepts. Should have the ability to work both independently and as a team member; carry out prescribed tasks with minimal supervision; be a self-starter, flexible, and have a positive attitude; innovative leadership with technology based ideas to move the Program into the future which will include concepts from the 21st Century Policing Model.

Prior experience in an acting or managerial position is desirable.
