Position Description

The City of Fresno is recruiting for Personnel Managers to administer, coordinate and lead the personnel functions for an assigned department, and serve as a strategic partner on personnel matters.

We are seeking dynamic leaders who are innovative, understand current employment laws and regulations concerning recruitment, risk management, and labor relations. This classification is responsible for employee relations, employee selection, discipline, organization development, personnel and disciplinary investigations and a variety of other administrative and analytical tasks for an assigned department. In addition, the incumbent will be responsible for maintaining a variety of records and files; provide assistance in resolving operational and administration issues; make and assist in the implementation of recommendations; participate in the budget development and administration; participate in special projects within assigned area of responsibility; perform research and analysis of new programs, services, policies, and procedures; and prepare and present reports.

Incumbents will provide leadership in the development and assessment of operational goals and develop innovative approaches to empower employees to accomplish the department goals and mission; and will be expected to use sound judgment, encompass a high level of commitment to public service, demonstrate the ability to work well in a fast paced and demanding environment, and possess the initiative to complete projects. This position may exercise supervision over assigned staff.

The current vacancies exist in the Capital Projects Department and Police Department; however, this classification exists throughout the City; therefore, the City may choose to utilize this recruitment to fill future vacancies.

This is an unclassified position in which the incumbent serves at the will of the Department Director.

Pay,Benefits, & Work Schedule

BENEFITS: UNIT 14 Classification City of Management Employee Association (CFMEA)

HEALTH INSURANCE: The City contributes toward monthly premiums for PPO medical, dental and vision for employee and dependents.
FLEXIBLE SPENDING ACCOUNT: IRS 125 Plan for health and dependent care expenses.
DEFERRED COMPENSATION: Voluntary 457 plan with Fidelity Investments to increase your retirement savings. City contributes $75 per month.
SUPPLEMENTAL SICK- 40 hours per fiscal year. 80 hours lifetime maximum
MANAGEMENT LEAVE: 60 hours per fiscal year.
BILINGUAL PREMIUM PAY: $100 per month based upon appointing authority approval.
ANNUAL LEAVE: Accrue 15.5 hours per month with cash out provisions.
HOLIDAYS: Ten (10) City-observed annual holidays plus birthday and two (2) personal days.
LIFE INSURANCE: Benefit equal to annual salary; premium paid by The City.
LONG-TERM DISABILITY: Benefit equal to 66.66% of monthly salary up to $7,500 per month after 30 days of disability; premium paid by The City.
HEALTH REIMBURSEMENT ARRANGEMENT: To reimburse retirement medical insurance and qualified medical expenses.
RETIREMENT: City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other CA public agencies. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits includes ownership of accumulated funds, compound interest earnings, and alternative distribution options.

Qualifications

Qualified Candidates Must Possess:

- Graduation from an accredited college or university with a Bachelor's Degree in business administration, public administration, or closely related field;

AND

- Four years of progressively responsible professional personnel, management, or administrative experience. Additional qualifying experience may be substituted for the education on a year-for-year basis, up to a maximum of two years. Copy of degree and/or transcripts must be uploaded to the application.

Possession of a valid driver's license is required at time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.

Qualified candidates certified for consideration will be required to successfully pass a Department interview and a Department of Justice fingerprint process prior to employment with the City of Fresno. Candidates certified for consideration to the Police Department must also successfully pass an extensive background investigation which may include a CVSA (computer voice stress analysis test) before receiving a conditional offer of employment.
