DEFINITION:
Manages and participates in the planning, development and coordination of information systems and applications for the department.

CLASSIFICATION STANDARDS:
Positions allocable to this class work under the administrative and technical direction of a Deputy Executive Officer or an Information Technology Manager II and have responsibility for leading and/or managing subordinate level staff in the analysis, design, implementation and coordination of information systems and applications and work processing systems, including departmental strategic planning required to support the business processes of the Board Offices and the Executive Office. The incumbent is also responsible for the coordination of training for Board Offices and Executive Office staff and for identifying, analyzing and making recommendations on office automation capabilities modifications to meet future needs of the department. The incumbent must exercise a thorough knowledge of systems design, analysis, development, business processes, information technology and systems applications as well as project management concepts and methodologies; and departmental rules and regulations.

Essential Job Functions

Plans, organizes and coordinates the work of analysts, consultants, and other personnel assigned tothe department involved in the development, project management and/or business management of information systems projects or initiatives.

Manages Information Resource Specialists and participates in the analysis of existing or proposed systems, determining the need for change or automation, and in the implementation of new automated systems.

Defines the Project Management Office’s (PMO) strategy and leads the development, implementation and maintenance of common project management standards, practices, and methodologies to drive and facilitate the successful delivery of projects.

Oversees the conduct of surveys to determine the need for new automated systems, the impact of proposed changes, and involvement with other systems and County departments. Coordinates the identification and resolution of complex problems, and recommends improvements and modifications in line with the current and future needs of the department.

Manages the overall functions of project management; providing leadership, vision and support to staff with regards to departmental strategic plan, and enterprise-level and Information Technology projects.

Meets with departmental management and Board staff to introduce, explain and suggest system improvement concepts and to obtain concurrence in resolving work related problems.

Coordinates systems training programs conducted by systems staff and outside contractors for Board Offices and the Executive Office in the use of new systems.

Cites advantages and disadvantages of alternative problem solutions and provides management with cost and technical data required in selecting a solution for the problem.

Leads the execution of a PMO governance, reporting, and review framework to provide a holistic view of all department IT project activity, such as status, performance, risks and financial wellbeing to managers, supervisors, project stakeholders, and executive management.

Serves as liaison with Board Offices, other divisions in the Executive Office, and County departments in regard to office automated systems.

Acts in the absence of the Deputy Executive Officer or Information Technology Manager II.

Manages and conducts interviews with business units, outside entities and project stakeholders to gather information and requirements; performs workflow analyses; documents scope and objectives; and leads design sessions.

Evaluates impact; performs cost/benefit analyses; and assesses risk associated with departmental projects; analyzes business processes, security, interfaces, audit trails, and reporting methods.

Requirements

MINIMUM REQUIREMENTS:
Option 1: Four years' of highly responsible* experience with systems analysis and design and implementation of information systems and applications at the level of Los Angeles County's class of Senior Application Developer** or Senior Network Systems Administrator***.

Option 2 : One year of experience at the level of Information Resource Specialist, Board of Supervisors **** .

*Highly r esponsible is defined as: A significantly greater degree of originality, innovation, critical thinking, resourcefulness, and conceptualization required to perform the task.

** Senior Application Developer is defined as: U nder direction, performs a wide range of application development related duties including wrting, testing and debugging programs in one or more languages. Apply and understand structured program design concepts and analysis procedures of application programming.

*** Senior Network Systems Administrator is defined as: Providing comprehensive support of network and server operating system environments. Under direction, incumbents perform a wide-range of network-related duties, including network administration and monitoring, troubleshooting, maintenance, capacity planning, network security, and network design.

*****Information Resource Specialist is defined as: Analyzes, designs, plans, develops and coordinates the use of information systems, applications, and work processing systems required to support the business process of the department.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

EXAMINATION CONTENT:

This exam will consist of an Evaluation of Training and Experience based on application information, Desirable Qualifications, and the Supplemental Information Questionnaire weighted 100%.

Each candidate's background will be evaluated on the basis of information provided on their County of Los Angeles Employment Application and Supplemental Information Questionnaire that pertains to the areas of MINIMUM REQUIREMENTS and DESIRABLE QUALIFICATIONS to determine the level and scope of the candidate's job preparation for this position.
