Education and Experience : Bachelor’s Degree or higher in Computer Science, Computer Information Systems, Information Technology, or a related field and seven (7) years of progressive experience in IT architecture, SCADA systems, or enterprise data solutions.

Licenses and Certificates: Valid Class "C" Driver’s License or equivalent from another state by the time of appointment.

General Purpose

Under general supervision, design and implement IT architectures that support the utility’s operations by leveraging the latest technologies and guiding the utility through digital transformations, ensuring system resilience, security, and operational efficiency.

Typical Duties

Develop, design, and implement an IT architecture framework that supports the utility's operational and business strategies. Involves: Develop and execute long-term strategies for technological growth and sustainability. Lead efforts in research, development, and implementation of new solutions. Manage organizational change to ensure a smooth transition and adoption of new technologies or processes. Work across all departments within the utility to integrate solutions and achieve broader organizational goals. Oversee the integration of various technological platforms, from Supervisory Control and Data Acquisition (SCADA) systems crucial for water management to enterprise data solutions that facilitate organizational decision-making and operational efficiency. Conduct thorough analyses of current technology architectures to identify areas for enhancement or redesign to improve functionality, efficiency, resiliency, and security. Collaborate with IT and non-IT stakeholders to understand their needs and challenges to ensure the developed solutions are scalable, reliable, and secure. Integrate emerging technologies that can offer competitive advantages, improve service delivery, and enhance cybersecurity measures. Ensure compliance with regulatory requirements affecting utility operations and that all technology solutions adhere to these guidelines.

Manage the lifecycle of IT projects, from initial concept through to deployment and review. Involves: Identify, assess, and mitigate risks to projects and operations as well as set project scopes, timelines, and budgets. Oversee the selection of technologies and vendors. Effectively communicate complex technical information to non-technical audiences, ensuring clarity in project goals, status updates, and the strategic value of IT initiatives. Through strategic planning, innovative thinking, and collaborative leadership, ensure the utility’s IT infrastructure supports its mission to deliver reliable, sustainable water services to the community. Ensure all project deliverables meet the required architectural standards.

Supervise assigned staff. Involves: Schedule assign, instruct in, guide and check work. Appraise employee performance and review evaluations by subordinates. Provide training and development; enforce personnel rules and regulations, and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, or other employee status changes. Enforce safety rules and regulations.
