Click here to learn more about the Behavioral Health Service Division THE POSITION T he Behavioral Health Services Administrator position is responsible for a range of tasks primarily focused on operations, administrative oversight, contract management, hiring, data analytics, coordination with IT, and inter-departmental relations. This position works closely with the Behavioral Health Executive Leadership Team to provide collaborative leadership and Division representation to the County and the community.
This Behavioral Health Administrator will lead a new Network Integrity Unit, stemming from a reorganization of staff with aligned functions. The Administrator will interface with HHS leadership, County Administration, Board members, and other divisions on a regular basis to ensure compliance with new state mandates.
Th e Administrator will analyze and improve data related to utilization, quality assurance, and other performance measures. A close working relationship with the system of care administrative team will be essential to ensure alignment between clinical and administrative systems, driving systemic changes for cost containment, care adequacy, compliance, and system-wide goals.
Additionally, the position oversees hiring, staffing level determinations, and coordination with Human Resources, including training managers and staff, and designing and implementing performance review standards. The Administrator will also be responsible for developing policies, setting goals and objectives, and providing strategic direction for both short-term and long-term operations and accreditation.
The role involves preparing fiscal and budget plans, assisting with Board of Supervisor presentations, and collaborating with Human Resources, County Counsel, and County leadership on issues such as payroll, hiring, and progressive discipline.
Key duties will include :

- negotiating and reviewing contracts and amendments
- tracking deliverables and outcomes and managing procurement.
EDUCATION AND EXPERIENCE : EITHER Education: Master’s degree in a field directly related to the assignment
Experience: F ive years of professional level public health or social services experience, of which three years must have included program management and supervision of professional and supervisory staff coupled with experience in public administration including budget preparation, program planning/evaluation and supervision.
OR Education: Bachelor’s degree in a field directly related to the assignment

LICENSING, CERTIFICATION AND REGISTRATION REQUIREMENTS One or more of the following may be required:
- Registered Nursing License issued by the California State Board of Registered Nursing
- Nurse Practitioner License issued by the California State Board of Registered Nursing
- Public Health Nursing Certificate issued by the California State Board of Registered Nursing
- Marriage and Family Therapist License issued by the California Board of Behavioral Science Examiners
- Clinical Social Worker License issued by the California Board of Behavioral Science Examiners
- Clinical Psychologist License issued by the California Board of Psychology
- California Driver’s License, Class C
Note: All licenses, certificates and registrations must be kept current while employed in this class. This may include the completion of continuing education units to maintain the required registration in good standing. Employees must keep their licenses, certifications and registrations current and failure to do so may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement.
