Description

Minimum Qualifications
Graduation from an accredited high school or equivalent, plus six (6) years of progressively responsible experience in construction or maintenance activities, including five (5) years of experience which were in water and wastewater underground utility construction maintenance, including one (1) year of which was in a lead or supervisory capacity.

Licenses or Certifications:

• Valid Class “C” Texas Driver License.
• Class C Water Distribution License required at time of hire. A Surface Water License may substitute for the Class C Water Distribution License.

Position Overview: The Water Meter Services Supervisor will lead our team in delivering exceptional water meter services to our customers. This position will oversee the installation of water meters, utilize AMI data to leverage opportunities for improving customer service and manage water theft investigations. This position will be responsible for coordinating the plumbers’ program which works with plumber contractors to ensure proper installation of water meters. This role will involve collaborating with customer service teams to promote water conservation and provide support on water meter maintenance activities. The ideal candidate will possess strong analytical, communication, and leadership skills, with a focus on driving process improvements and excellent customer service.

Driving Requirement:

• This position requires a Valid Texas Class “C” Driver License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin’s Driver Record Evaluation ( DRE ) requisite. To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.

Work Environment:

• This position is in a heavy industrial setting and requires performing all duties associated with supervising the maintenance of water meters in all weather conditions including extreme heat, cold and rain. Position will require adaptability and willingness to change or modify work load on demand and multitask. Position requires working in environments which may have hazardous situations.

Confined Space Entry and Physical Requirements:

• Candidates must be able to work in environments which may have hazardous atmospheres or in confined spaces where there is limited or restricted means for entry and exit, or where the activities of an employee are hindered.

• This position will require that you be able to perform duties with confidence climbing heights of up to 20 feet on ladders that support up to 300 lbs., descending into confined spaces up to 20 feet deep with the use of a SRL Body Harness that supports up to 283 lbs. (supported weight is a combination of body weight and up to 20 lbs of associated equipment), and lifting and/or carrying equipment or supplies weighing up to 50 lbs., unassisted.

• Candidates must be able to qualify for Austin Water’s Respiratory Protection Program. Successful candidates must pass a pre-employment functional strength/agility test to be considered for this position.

Technical Licensure:

• This position requires a Class “C” Water Distribution License or higher from Texas Commission on Environmental Quality ( TCEQ )at the time of hire. Pay Range
$30.70 - $38.37

Hours
Monday - Friday; 7:30 a.m. - 4:00 p.m.

May be required to work extended hours, modified shift work, on-call and call back, after hour emergency work, bad weather days and holidays as required by business need.

• Experience interpreting and applying technical information from various sources, including plan sheets, map grids, blueprints, construction documents, or underground utility drawings, with the ability to read and follow technical guidelines and standard operating procedures.

Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

Provides technical expertise for installation, repair, and maintenance of AMI water meters and water valves including testing water meters and fire hydrant meters. Interprets AMI meters, gauges, maps, and profiles. Schedules, evaluates, and performs quality control on AMI meter maintenance. Reviews, evaluates, and records AMI meter data using PCs and video equipment in preparing and producing reports to ensure quality, productivity, and accuracy of work assignments. Interprets applicable Federal, State, and Local ordinances and regulations and ensures compliance. Coordinates activities with engineers, construction inspectors, other organizations, and City departments and divisions. Investigates and responds to citizen complaints and concerns. Evaluates progress and results and recommends major changes in procedures, processes, and policies. Operates with substantial latitude for independent action or decision. Assists in budget preparation. Develops and implements procedures related to AMI operations. Develops specifications for purchases. Plans and schedules safety and tailgate meetings and ensures proper training and guidance is provided for personnel. Implements and conducts AMI software installations, programming, diagnostics training; AMI transmitting devices training; and guides and coordinate AMI mounting installation procedures.

• Knowledge of wire splicing and gel cap installation.
• Knowledge of basic RF propagation transmissions.
• Ability to work in confined spaces.
• Ability to understand, follow, and provide written and/or verbal instructions and training.
• Ability to work various work shifts, on-call, and call back hours
• Ability to work in environments with exposure to hazardous chemicals, solvents, hazardous environments, and adverse weather conditions.
• Ability to establish and maintain good working relationships with internal and external customers.
• Ability to meet and maintain driver eligibility standards detailed in the City of Austin Driver Safety Program while driving personal and City of Austin vehicles on official business.
