The Department of Economic Development currently utilizes over 30 systems or database tools between programs, with many requiring duplication of data management because these systems do not communicate with each other. This is a temporary, full-time, benefit-eligible position that could end as early as June 30, 2026. • Lead and manage complex multi-phase project, ensuring successful delivery within scope, schedule and budget constraints.
• Provide oversight and management of the overall project including Department and solution vendor resource and activities to ensure program goals and objectives are achieved.
• Ensure effective management of the project by providing guidance, mentoring, and direction to the Department team and solution vendor Project Managers.
• Lead effective and efficient project management and execution, communication, and performance management by establishing the necessary working relationships with Department and solution vendor staff to facilitate the project teams working together in a collaborative and mutually supportive manner.
• Develop a sustainable plan to set the Department up for success post project implementation, such as each team having Standard Operating Procedures and maintenance/release plan for updates and future enhancements.
• Monitor and enforce compliance of the solution vendors with the project management and Software Development Life Cycle (SDLC) requirements established, including reviews of the required project artifacts and other service deliverables, execution of the project management and SDLC processes including design, configuration, system testing and release management.
• Oversee large, cross-functional project team that includes Department program teams as well as contracted vendor personnel, ensuring seamless collaboration and execution of project plan.
• Develop multi-stakeholder communication plans and present clear, concise status updates and strategic presentations to executive leadership and keeping all stakeholders informed and aligned.
• Navigate complex project issues and negotiate change orders with vendor, minimizing the impacts to project scope, schedule, and budget, by establishing a change control process to manage requests.
• Develop, implement and maintain project artifacts by Project Management standard governance best practices, including communication management, schedule management, risk and issue management, resource management and vendor management.
• Refine and manage project goals, scope, and phases, ensuring clear alignment, accountability and results with vendor and business team.
• Anticipate and monitor potential risks and develop contingency plans; respond to issues and concerns raised by the Project Management team and Executive Steering Team. Take appropriate corrective action.
Preferred Knowledge, Skills, and Abilities :
• Extensive experience leading high-value, complex projects across various stages, with the ability to execute Project Management best practices and methodologies.
• Proven experience as a project manager of software development projects, with a focus on multi-phase digital modernization projects.
• Expertise in IT software vendor management, including handling complex issues and negotiating changes, including those impacting project scope, schedule and cost.
• Exceptional communication skills, with proven experience developing multi-stakeholder communication plans, creating presentations, delivering project updates to executive audiences, and building consensus across stakeholder groups.
• Demonstrated ability to drive alignment between program/business needs and technical solutions.
• Experience in integrating change management best practices.
• Demonstrated ability deploying Project Management-standard governance (such as PMI) and best practices.
• Experience in public sector project management.
• Experience developing custom Salesforce (or Similar) enterprise platforms.
Minimum Qualifications: • Five or more years of professional experience with demonstrated knowledge in project management best practices.
• Lack of post-secondary education will not be used as the sole basis denying consideration to any applicant.
Preferred Qualifications: • Certified Project Management Professional (PMP).
• Certification in Agile or Scrum Project Management.
