Description

This recruitment will establish an employment list to fill current and any future vacancies within the Resource Management Agency. The anticipated life of the employment list is six months. Current vacancy is with the Resource Management Agency located in Visalia. This position is with Economic Development & Planning Department.

Various work schedules available based on the needs of the department : 4/10's, 5/8’s OR 4/9’s M-Thurs-4 hrs on Friday.

Typical Duties

Assist planning staff in researching information, including literature and statute research; performing written and oral consultations with various agencies; and compiling data for reports and inquiries; answer questions and requests from the public, agencies, and other departments concerning the Tulare County General Plan and various ordinances related to planning; review California Environmental Quality Act (CEQA) procedures to assist planners in the preparation of CEQA documents and environmental studies; compile and interpret U.S. Census Data to assist in the preparation of the Tulare County Census Data Book, and answer questions and requests for census information; check applications such as building permits, parcel maps, lot splits, zone changes, environmental assessment and agricultural preserves for completeness and compliance/non-compliance with planning related ordinances; make field investigations to collect or verify planning data; compile data and information and prepare staff reports; assist planners in completing departmental projects; give instructions regarding map work to the graphics section on specific projects; draft rough maps and plot land use information; coordinate work with departmental sections and other departments; make title searches; assign house numbers according to a predetermined plan; attend and present basic planning project findings to Site Plan Review Committee, Zoning Administrator, and/or Planning Director; instruct graphics section on specific projects; perform general office tasks such as filing, duplicating and collating materials, and delivering report; assist in maintaining alphabetical and numerical case files; input and retrieve data from automated systems; use computer software to create memos and reports and perform mathematical computations .Essential job duties may be assigned that are not listed above but are relative to this job classification. Minimum Qualifications

Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

Education: Two (2) years of college with major coursework in engineering, architecture, business administration, planning, geography or a closely related field OR one (1) year of experience equivalent to a Planning Technician I.

Knowledge of: Alphabetical and numerical filing systems; basic principles relating to land use planning; basic math to compute averages, percentages, land areas, and distances.

Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; read and understand ordinances and regulations pertaining to planning; obtain and file information alphabetically and numerically; convey ideas and information clearly and concisely in simple staff reports, letters, and memos using correct grammar, punctuation and spelling; recall information; proofread materials for accuracy and correct grammar; follow oral and written instructions; plan, prepare and present material at public meetings; retain and recall procedures and regulations.

DESIRABLE EMPLOYMENT STANDARDS

Knowledge of: Geographic Information Systems; use measuring devices such as planimeters, footometers, engineering scales and architectural scales; understand engineering and building plans and compile data utilizing simple statistics.

Benefit Amount: An annualbenefit amountis provided and may be applied towards health insurance premiums (medical, dental, vision and life).This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).

Retirement:
The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 12 set days and 1 personal holiday.

Vacation Accrual:

2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.

Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.

Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

Disability Insurance:
Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation: A voluntary deferred compensation plan is available.
