Job Description:OverviewTo plan, organize, direct, supervise and manage the assigned division or unit, including staff and activities. Responsible for administering, monitoring and evaluating programs, activities and special events for various ages at designated City facilities.
Essential Functions- Plans, directs, and supervises recreational programs or events at facilities within designated communities.
- Assists in the promotion and development of programs and activities with civic and other groups to create interest and obtain participation in recreational programs, activities and City sponsored special events.
- Coordinates and maintains schedules of all programs, activities, special events and use of space leases.
- Coordinates with all lessees of events and ensures set up and scheduling is per the contract and coordinates supervision of events.
- Instructs and takes part in programs, activities and City sponsored special events.
- Arranges for equipment and supplies as needed for programs and activities of the facility.
- Coordinates with and manages outside vendors that are used for services or events at the recreation facilities.
- Supervises recreational staff and is responsible for work performance of these staff.
- Assists in providing a healthy and safe environment for the general public visiting the facility and reports safety issues to the manager.
- Responsible for maintaining accurate cash, receipts, point of sales function and cash handling.
- Conducts formal and informal training sessions with other staff as necessary.
- Establishes work schedules to assure timely completion of work activities.
- Maintains time and work records and prepares associated reports.
- Ensures adherence to City and facility policies, procedures and practices.
- Provides input and insight on performance levels and development needs of employees assigned to include performance appraisals.
- Interacts with diverse levels of internal and external personnel to develop and maintain effective communication to resolve issues and inquiries.
- Works closely with all staff, attending meetings, seeking input on policies and guidelines prior to implementation, and being cognizant of deadlines and budgetary constraints.
- Assists personnel in performing preventative maintenance inspections and/or repairs to equipment, grounds and facilities.
- Ensures that a high level of customer service is provided by all staff to the consumers and participants in recreational events.
- Responds to complaints from public and/or participants and follows the appropriate procedure for follow-up.

Minimum Qualifications- Associate Degree from an accredited college with course work in, sports management, recreation and parks administration or closely related field which would provide the necessary knowledge, skills and abilities.
- Five years of experience in recreational and leisure time activities and associated facility administration; Two years of at a supervisory level.
- Possession of and ability to maintain a valid State of Florida Driver's License in required.
- Requires AFO (in positions at facilities with a pool), Bloodborne Pathogens, and CPR/AED certifications within six months of hire.
- Certified Parks and Recreation Professional by NRPA, preferred.
Job Based Competencies- Considerable knowledge of the current trends, principals and practices of recreation, with emphasis in initiating, planning, developing and executing specialized recreational activities and other programs at a multi-purpose community complex.
- Considerable knowledge of facilities and materials required to carry out recreational programs and special events.
- Considerable knowledge of research techniques and of the available sources of information.
- Considerable knowledge of pool regulations, operations, maintenance and water safety (for positions at a facility with a pool).
- Ability to work evening, weekend, and holiday hours.
- Ability to enforce rules and regulations with tact, firmness and impartiality and to resolve differences of participants.
- Ability to utilize creativity and imagination in the development of programs in the designated community.
- Ability to work with different segments and varying age groups of a community.
- Ability to train, guide and supervise a staff of subordinates and volunteers.
- Ability to use Microsoft office products.
- Ability to make decisions in accordance with rules, regulations and established policies and procedures.
- Ability to express oneself clearly and concisely, orally and in writing.
- Ability to analyze facts and to exercise sound judgment and to arrive at conclusions.
- Ability to understand and to follow complex oral and written instructions.
- Ability to understand, operate and develop computer management programs necessary to the ongoing operation of the community complex and department.
- Ability to establish and maintain effective and courteous working relationships with other employees and the general public.
ResponsibilityUnder the direction of and responsible to the Department Head or designee. Supervises recreational staff.
Physical RequirementsThis is medium work requiring exerting up to 50 pounds of force occasionally and up to 20 pounds of force frequently. Work requires considerable physical activity including walking, lifting, reaching, stooping, pulling, grasping, balancing, climbing, kneeling, standing, and crouching. Incumbent is subject to inside and outside activities with no effective protection from weather changes, noise, vibrations, job hazards, and atmospheric conditions. Visual acuity is required to operate automotive equipment and inspect work performed by crews. Incumbent is also required to hear sufficiently to perceive information at normal spoken word levels. Manual dexterity is required to operate equipment in performance of duties.
