Requirements

MOS CODE: 0671 (Marines)

Education and Experience : Bachelor’s Degree in Data Science, Public Administration, Business Administration, Social Sciences, Information Systems, or a related field or higher (Master’s preferred). Seven (7) years of experience in data management, governance, strategic planning, or analytics, which included five (5) years in a leadership role.

Licenses and Certificates : Valid Texas Class "C" Driver's License or equivalent from another state by time of appointment.

Special Requirements : Must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check within the first six months of appointment and maintain CJIS eligibility. CJIS requirements are related to system access and the following list of convictions and/or deferred adjudications will result in failure of the CJIS background check and disqualification and/or termination of employment; Felony convictions, Felony deferred adjudication, Class A or B Misdemeanor deferred adjudication, Class A or B Misdemeanor convictions, and/or open arrest warrants for any criminal offense (Felony or Misdemeanor) and family violence convictions.

General Purpose

Under direction will foster value creation through the development and execution of a citywide data strategy that enhances city services, promotes operational efficiency, and ensures alignment with the city’s strategic priorities, including equity, sustainability, and smart city initiatives.

The CDA will oversee data governance, foster collaboration, and will be the city’s leader for data-driven insights that support strategic and tactical opportunities to ensure the success of city-wide initiatives. The CDA will work closely with executives across all departments to:

This Chief Data Administrator role integrates equity into every aspect of data strategy and governance, ensuring data not only improves efficiency but also drives meaningful and inclusive outcomes for all residents. The CDA will play a pivotal role in advancing the City's strategic plan, leveraging data as both a diagnostic and transformative tool.
