Description
RequirementsMOS Codes: 8055 (Marine Corps), 2612 (Navy) Education and Experience: Bachelor’s Degree in Information Technology, Computer Science, Engineering, or a related field, and five (5) years of progressively responsible experience in infrastructure management, including three (3) years of supervisory experience.
Licenses and Certificates : Valid Texas Class "C" Driver's License or equivalent issued by another state by time of appointment.
General PurposeUnder general direction, lead and oversee the strategic planning, development, implementation, and maintenance of technology systems to include one or more of the following focus areas: Software Applications, IT Infrastructure, Operational Technology (OT) Infrastructure.
Typical DutiesLead and oversee the strategic planning, design, implementation, and maintenance of the organization’s technology systems. Involves: Manage the overall budget, including forecasting and resource allocation. Evaluate and recommend new technologies, tools, and methodologies to enhance capabilities and efficiency. Oversee the planning, implementation, and maintenance of one or more of the indicated focus areas and all its components. Manage the procurement, installation, and configuration of end-user front end and backend systems. Ensure the availability, reliability, and security of assigned systems, including backups, disaster recovery, and business continuity plans. Monitor and analyze system performance and capacity to optimize resource utilization and identify areas for improvement. Serve as a point of escalation for issues and incidents, and coordinate resolution with internal teams and external partners. Prepare and present reports, updates, and recommendations to executive management and stakeholders. Manage and oversee the customer interactions, ensuring the delivery of high-quality technical support and customer service to internal and external users. Manage and strategize IT Service Management (ITSM) practices within the Water Utility.
Develop and execute the vision and strategic direction for the assigned focus area ensuring alignment with the organization’s goals and objectives. Involves: Develop and maintain policies, standards, and procedures for the focus area. Ensure compliance with industry best practices, regulations, and security standards. Collaborate with other department leaders to align initiatives with business needs. Stay current with industry trends and emerging technologies related to the focus area management. Foster a culture of continuous improvement, innovation, and collaboration within the department. Establish and maintain relationships with vendors and service providers to ensure effective delivery of system services.
Supervise assigned staff. Involves: Schedule assign, instruct in, guide and check work. Appraise employee performance and review evaluations by subordinates. Provide for training and development; enforce personnel rules and regulations, and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, or other employee status changes. Enforce safety rules and regulations.
