A Senior Capital Program Analyst job is available with the City of Fort Worth Transportation & Public Works Business Support.

The Transportation and Public Works Department is a fast paced and rewarding department that is responsible for a wide array of services to the citizens of Fort Worth including: managing City roadways, drainage structures, alleyways, street lights, street signs, pavement markings, traffic signals, and the delivery of infrastructure related capital projects. The Department is comprised of 500 staff members, has an annual operating budget of $103 million and an annual capital program of $100 million.

Minimum Qualifications:

• Master’s Degree from an accredited college or university with course work Public Administration, Finance, Business Administration, or related field or related field.
• Four (4) years of experience in the analysis of processes, procedures, operations, systems or methods, including experience in the functional area of assignment such as budget/financial management, research analysis or related experience.

Preferred Qualifications:

• Experience in accounts payable, procurement, and budgeting of capital and/or construction projects
• Knowledge of governmental accounting, financial accounting for capital projects funding and project capitalization
• Knowledge of PeopleSoft Financials (or similar ERP systems), eBuilder (or similar PMIS systems) and Bonfire (or similar procurement systems)
• Advanced Microsoft Office Suite (Word, Excel, PowerPoint, and Access)

The Senior Capital Program Analyst job responsibilities include:

• Ability to analyze and resolve complex financial issues
• Prepare complex financial and project reports
• Exceptional collaboration and communication skills
• Ability to build and maintain a high level of trust and effective relationships

Support Stormwater Capital Project lifecycle to include:

• Management the 5-year capital plan for Stormwater,
• Cash flow management for Stormwater capital funding,
• Development and monitoring of Council communications,

Lead two staff members in:

• RFP and Bid processes,
• Contract management and compliance,
• Grant management and compliance,
• Establishment of new Capital projects in our systems,
• Monitoring of expenditures, reconciliation, closeout, and capitalization.
• Additional areas of responsibility include; participation in the development of the department and division work plan, applying lean principles to work procedures to improve business processes, identifying resource needs and developing solutions to address, and participating in committees and work groups as assigned.

Physical Demand

Sedentary Work - Depending on assignment, positions in this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
