The Position

The Contra Costa Health Department is seeking to fill one (1) Chief of Plant Operations-Exempt Position to manage and oversee all aspects of the department’s capital projects and facilities operations. This full-time position is located in Martinez, CA.

Under general direction of the Health Services Chief Financial Officer (CFO) manages and provides oversight of all department capital projects and facilities; directs and coordinates all activities related to short and long-term capital development strategy and planning, both clinical and administrative; collaborates with executive and senior management staff on acquisition, renovation, or construction of new facilities; serves as liaison to the County Administrator's Office and Public Works on capital projects; helps achieve the County’s climate action goals, and performs related work as required.

What you may typically be responsible for:

• Planning and managing capital projects, including building and renovation of primary care clinics, behavioral health outpatient clinics, residential treatment facilities, interim housing facilities, program and administrative offices
• Directing and overseeing short and long-term capital projects and facilities management strategy for the department
• Advising executive and senior leadership on capital facilities strategies based on operational needs, goals and objectives
• Developing and implementing goals, objectives, policies, procedures and work standards for the department
• Coordinating vendor relationships related to maintenance and construction projects
• Ensuring compliance with all external regulatory agency (local, state, and federal) guidelines and policies, and provide excellent documentation to support evidence of compliance
• Ensuring overall facility compliance with Joint Commission, local, state, and Federal laws and regulations related to the environment of care
• Works with the County Administrator’s Office, Public Works Department, project consultants, and others as appropriate in directing the development, coordination, and implementation of capital projects for the department
• Selects, supervises and evaluates capital projects and facilities staff

Minimum Qualifications

License Required: Possession of a valid California motor vehicle operator's license. Out of state valid motor vehicle operator's license will be accepted during the applicant process.

Education: Possession of a Bachelor's degree from an accredited college or university with a major in architecture, engineering, construction/project management, urban planning, health care administration, facilities management, business management or administration, public administration, or a closely related field.

Experience : Six (6) years of full time experience developing and managing difficult and complex multi-million-dollar capital projects (>$10M) in either a government agency or healthcare system that operates ambulatory clinics or hospitals. At least three (3) years of the above experience must have included supervisory responsibility.

Substitution: Master’s degree in architecture, engineering, construction/project management, urban planning, health care administration, facilities management, business management or administration, or public administration is highly desirable and may be substituted for one (1) year of the required experience.

DISASTER SERVICE WORKER
All Contra Costa County employees are designated Disaster Service Workers through state and local law. Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
