Description

The Position

The Contra Costa Health Department is seeking to fill one (1) Chief of Plant Operations-Exempt Position to manage and oversee all aspects of the department’s capital projects and facilities operations. This full-time position is located in Martinez, CA.

Under general direction of the Health Services Chief Financial Officer (CFO) manages and provides oversight of all department capital projects and facilities; directs and coordinates all activities related to short and long-term capital development strategy and planning, both clinical and administrative; collaborates with executive and senior management staff on acquisition, renovation, or construction of new facilities; serves as liaison to the County Administrator's Office and Public Works on capital projects; helps achieve the County’s climate action goals, and performs related work as required.

Minimum Qualifications

License Required: Possession of a valid California motor vehicle operator's license. Out of state valid motor vehicle operator's license will be accepted during the applicant process.

Education: Possession of a Bachelor's degree from an accredited college or university with a major in architecture, engineering, construction/project management, urban planning, health care administration, facilities management, business management or administration, public administration, or a closely related field.

Experience : Six (6) years of full time experience developing and managing difficult and complex multi-million-dollar capital projects (>$10M) in either a government agency or healthcare system that operates ambulatory clinics or hospitals. At least three (3) years of the above experience must have included supervisory responsibility.

Substitution: Master’s degree in architecture, engineering, construction/project management, urban planning, health care administration, facilities management, business management or administration, or public administration is highly desirable and may be substituted for one (1) year of the required experience.

CONVICTION HISTORY
After you receive a conditional job offer, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the job for which you have received a conditional job offer. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances. Having a conviction history does not automatically preclude you from a job with Contra Costa County. If you accept a conditional job offer, the Human Resources department will contact you to schedule a fingerprinting appointment.

DISASTER SERVICE WORKER
All Contra Costa County employees are designated Disaster Service Workers through state and local law. Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
