This recruitment is currently being conducted to fill two Human Services Section Manager positions in the Human Services Department, one Economic Assistance Lobby and Administrative Section Manager in the Economic Assistance (EA) Division and one Administrative and Quality Improvement (AQI) Section Manager in the Family, Youth, and Children (FYC) division. About the Economic Assistance Lobby and Administrative Section Manager:

The Economic Assistance Lobby and Administrative Section Manager will be responsible for overseeing the daily operations of the lobby and administrative support units of the Economic Assistance Division, including managing a section of approximately 65 full-time and temporary employees. They will provide oversight and direction to a team of staff who are responsible for providing social work services to customers in the Paulin office lobby. The EA Section Manager will also work with the Economic Assistance management team on policy analysis and implementation planning that balances federal and state regulations with high quality client services and staff capacity. About the Administrative and Quality Improvement (AQI) Section Manager:

The Administrative and Quality Improvement Section Manager is responsible for overseeing the Administrative and Quality Improvement Section of the Family, Youth, and Children Division. The section is comprised of management level administrative support, including day-to-day office support and facilitation of the Care Review program, Foster Care Eligibility, and Redwood Children’s Center. The AQI Section Manager will also collaborate with FYC's other Section Managers as well as the larger management team to plan for and meet all the agency’s ongoing business needs. Minimum Qualifications

Experience: Any combination of training and experience, which would provide an opportunity to acquire the knowledge and abilities listed.

Five years of experience providing social services, employment and training, services for children and families, services to older adults, or economic assistance services, including at least two years in a supervisory or administrative capacity would provide such opportunity. Specific experience related to the assigned division may be required for designated positions.

Education: Any combination of education and training which would provide the opportunity to acquire the knowledge and abilities listed.

Normally, graduation from a college or university with a degree in social work, gerontology, public administration, business administration, economics, psychology, sociology, or a closely related area would provide this opportunity. A Master’s Degree in a field related to the assigned division is highly desirable and may be required for some positions.

License: Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position.

Knowledge, Skills, and Abilities

Considerable knowledge of: the legislation and laws which regulate the operations of the Human Services Department or the Department of Child Support Services; modern methods of human services or child support enforcement administration; techniques, principles and work of the assigned section; social and economic problems which call for the use of public and private county services; the principles and practices of personnel management, employee supervision, and training.


Ability to:
plan, organize, coordinate and direct the work of a section of the Human Services Department or the Department of Child Support Services; select, train, and supervise staff; develop, evaluate, and analyze operational policies and procedures; analyze problems and complaints and identify solutions; prepare, interpret and evaluate a variety of narrative and statistical data and reports; communicate orally and in writing on a variety of issues; understand, interpret and apply procedures, laws, rules and regulations as they apply to assigned area; ensure proper compliance with federal, state and local guidelines, policies, goals, rules and regulations; develop and maintain harmonious relationships with employees, public officials, community groups, other agencies and the general public.
