Job DescriptionJOB SUMMARYThe Manager - Contract Administration is responsible for directing the work of professional staff responsible for all phases of the contracting process to include initiation, administration, compliance and termination. Evaluates, recommends, and develops programs, policies, and procedures to effectively maintain compliance with all applicable Federal and State Contracting Laws as well as Board of Trustee Policies and Procedures. This position receives general administrative direction.
ESSENTIAL FUNCTIONS ALL POSITIONS- Accepts contracting requests from the entire SAWS organization and makes staff assignments to complete the contracting requests in a timely manner.
- Oversees and monitors contract planning and solicitation, execution, administration, and modification of Construction, Consulting and Professional Service Contracts and Amendments.
- Manages the verification of insurance and bond coverage, as well as certified payroll and insurance compliance.
- Reviews and approves construction invoices, change orders, and contract close-out documentation prior to retainage release within contract management software.
- Facilitates and actively participates in negotiation, renegotiation and termination of amendments and contracts.
- Participates in the development of conceptual planning efforts and strategies.
- Supervises, recommends selection, develops, and evaluates performance of contract administration staff.
- Provides expertise and support to management and staff concerning contract management, policies and procedures.
- Evaluates, recommends, and develops Contracting policies and procedures, staff/employee training, and communication materials.
- Develops metrics to analyze business trends and provides recommendations aimed at facilitating the decision making process and improving the Division’s overall efficiency.
- Forecasts, allocates, and monitors the human, physical, and financial resources for the Division.
- Applies generally accepted business management, accounting, and public administration principles and practices.
- Performs other duties as assigned.
MINIMUM REQUIREMENTS- Bachelor's Degree in Business Administration, Management, Public Administration or related field from an institution accredited by a nationally recognized accrediting agency.
- Five years’ experience in contract administration including two years of direct or functional supervision of personnel and/or direct project oversight of construction or professional service solicitations or contract preparation and execution.
- Valid Class “C” Texas Driver’s License.
JOB DIMENSIONS- Advanced knowledge of contract preparation, contract management standards, planning, solicitation processes, contract modification, and contract monitoring, and compliance practices.
- Knowledge of Federal, State, and local laws, policies, procedures and regulations pertaining to procurement and contracts.
- Knowledge of supervisory practices, procedures, and techniques.
- Skill in the proficient operation of personal computers & associated software.
- Ability to understand contract management data, documents, and reports.
- Ability to understand and interpret financial and cost accounting data.
- Ability to work independently and perform contract service projects from inception to completion.
- Ability to communicate effectively both verbally and in writing.
- Ability to maintain confidentiality of information.
- Ability to establish and maintain effective working relationships with internal staff, executive management, external customers, consultants, vendors, legal representatives, and the general public.
PHYSICAL DEMANDS AND WORKING CONDITIONSPhysical requirements include occasional lifting/carrying of 10 pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, walking, or standing to perform the essential functions. May drive a company and/or personal vehicle in order to perform duties.
