Real Estate Services Department is seeking a highly skilled and motivated
Real Property Agent III - Senior Leasing* to join our dynamic team! The ideal candidate will be responsible for managing, analyzing, and negotiating real property transactions related to commercial, farm, and vacant land. You will also assist with market analysis, cost estimating, and the management of construction projects for San Bernardino County. This position offers the opportunity to grow and develop expertise in property management, project management, and real estate leasing. This position will act in a lead capacity, providing mentorship, training and technical assistance to other real property agents.
KEY RESPONSIBILITIES: - Perform market analysis and assist in negotiating leases, sales, and income data for real properties, including commercial, farm, and vacant land.
- Measure, plot, and describe construction characteristics for a wide range of property types, verifying their use, construction quality, and costs.
- Estimate construction costs and assist in drafting and negotiating rent schedules for property transactions.
- Develop and draft agreements, Board Agenda Items, and recommendations for the use of County property, including private property and County-owned land, for public benefit.
- Collaborate with County departments, fiscal staff, and external parties to provide market insights and advice on real property opportunities.
- Conduct research and provide economic and cost studies, including reviewing recent legislation, court decisions, and market trends to support strategic decisions.
- Supervise and guide other Real Property Agents in routine tasks, providing mentorship in market analysis and negotiations.
- Prepare reports, recommendations, and written communications on complex property management and construction opportunities for various stakeholders.
- Review and draft modifications to property agreements, construction change orders, and work requests to ensure compliance with public policy, County code, and best practices.
- Assist in the management of County property inventories and fiscal lease status updates.
- Participate in meetings with County departments, Board of Supervisors (BOS) staff, and external parties, providing recommendations on property management and negotiation strategies.
- Collaborate with team members in preparing materials for BOS meetings, providing comprehensive insights into County property matters.

Travel: Incumbents may be required to travel throughout the County. A valid California Class C driver's license is required at time of appointment and must be maintained; employees in this class may be required to use personal vehicles and show proof of automobile liability insurance.

Minimum RequirementsQualified candidates must meet the education requirement in addition to ONE of the experience options as listed below. EDUCATION Thirty (30) semester (45 quarter) units of completed college coursework in real estate, public/business administration, economics, or other closely related field.
Education Substitution: One (1) additional year of qualifying experience may substitute the education requirement.
--AND -- EXPERIENCE Option 1: Four (4) years of full-time equivalent professional real estate experience negotiating real property leasing terms, building improvement project management, and managing acquisition projects. (Note: Qualifying experience must be in mixed use, office, industrial, or retail environment . Residential experience is not considered qualifying).
Option 2: Three (3) years as a
Real Property Agent II with San Bernardino County or in an equivalent or higher-level classification within a comparable public agency.
Desired Qualifications The ideal candidate for Real Property Agent III will have: - Knowledge and experience in negotiating and acquiring real property for leasing.
- Proven ability to deliver projects in a timely and cost-effective manner while maintaining customer-centric service.
- Leadership experience and/or qualities of a leader, wishing to advance these attributes in this role.
- A Bachelor's degree in real estate, public/business administration, or other closely related field.
- Senior Right of Way (SR/WA) designation from the International Right of Way Association and/or experience with working on public projects and eminent domain matters is an added plus.
