Job Description The Training Manager is responsible for the day-to-day operations of assigned training program to include planning, directing and coordinating activities of designated projects within the program. Plans and analyzes assigned projects within the program, establishes schedules and project parameters, and sets procedures to accomplish objectives. Responsible for assisting the Training Director in managing the budget, staffing and program implementation. Ensures program goals and objectives are accomplished within prescribed time frame and funding parameters and evaluate complex problems and develop alternative strategies to enhance project completion within the program. Responsible for observing instructional staff in their classroom presentation and training activities. Responsible for further developing the skills of the assigned instructional staff. Assigns tasks and provides guidance to personnel involved in the project.
This position reports to the Program Director.
Required Qualifications:- Bachelor’s degree from an accredited college or university, or equivalent combination of education and experience.
- Five years of program management experience in a training environment and previous supervisory experience. (Equivalency: Will allow seven years of program management experience in a training environment and previous supervisory experience with an Associate's Degree or nine years of program management experience in a training environment and previous supervisory experience with an High School Diploma or GED.)
Required Licenses/Certifications: - Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.
- Law Enforcement (TCOLE) Instructor Certificate or attainment of certificate within one year of employment.
Preferred Qualifications:- Ten years of experience in law enforcement.
- Two years of law enforcement instruction experience.
Physical Requirements:- Ability to communicate via telephone and computer keyboard.
- Ability to perform police defensive tactics, motor vehicle operation and firearms manipulation.
Knowledge, Skills, and Abilities:- Ability to speak with customers and staff.
- Ability to coordinate activities of various programs.
- Possess excellent verbal and written communication skills.
- Detail oriented.
- Ability to analyze data and recommend alternatives.
- In-depth knowledge of police techniques and policies.
- Working knowledge of computers.
- Familiarity with modern police training practices.
- Ability to assist in the design of new course curricula and update current curricula.
- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
- Skilled in monitoring/assessing performance of self, other individuals, or organizations to make improvements or take corrective action.
- Skilled in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
Equipment: - Standard office equipment: computer, keyboard, telephone, and multi-functional printer.

- As part of TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/HQ Department Head.
- Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.
- This position directs or evaluates the work of others.
Essential Duties, Tasks, and Percentages:Training Program Management - 40% - Manages program budget and supervises allocation of resources.
- Coordinates training courses in assigned area to include the assigning of personnel.
- Ensures all training materials, equipment, curriculum, media, and classrooms are prepared.
- Informs all concerned parties of any schedule changes, updates and changes to operations/process in respective area of responsibility.
- Provides written reports on program status and projected timelines in a timely manner.
- Monitors and complies with requirements of the General Revenue Allocation.
- Ensures accountability for all training materials, equipment, props, etc. for the program.
- Maintains records, reports, and documentation of activities of the training program.
- Ensures courses are instructed following the approved curriculum course outline.
- Supports marketing of LAW/TEEX programs and functions.
- Coordinates with clients to answer technical questions and support their needs.
Supervision - 25% - Coaches and listens to employee questions and concerns and responds appropriately.
- Supervises and observes assigned instructors during classroom presentation and training activities.
- Provides feedback in a timely manner.
- Evaluates employees as required on an annual basis or as needed.
- Ensures employees receive professional development that is job related and that will enhance their ability to do their jobs.
- Monitors system training ensuring completion as required by instructional staff.
- Practices TEEX Leadership Behaviors.
Quality Control - 20% - Develops and updates courses and training materials to ensure they remain current and relevant.
- Provides technical advice to resource group for updates to existing and/or new programs.
- Submits information for the development of new programs.
- Quickly identifies and resolves problems and issues.
- Reviews student evaluations/peer review documents for identification of curriculum shortfalls.
- Maintains quality control devices for instructional deliveries.
Budget Management - 10% - Reviews all established budgets for assigned programs.
- Ensures all programs maintain cost efficiencies and follow all state/agency compliance measures.
- Plays an active role in managing and controlling expenditures.
- Reviews and approves time sheets of assigned hourly staff.
- Submits and reviews MDRs, time to project, student records, consumables, and program related reports as required.
- Follows established guidelines for inventory control.
Course Delivery - 5% - Assists in course delivery as needed as an instructor or subject matter expert.
Other Duties:- Maintains a neat and clean appearance as appropriate.
- Complies with LAW/TEEX policies and ensures the safety and compliance of all team members.
- Manages and performs ready checks to ensure safety compliance in all programs.
- Ensures all field activities are conducted using established safety protocols.
- Reviews and updates safety guidelines for all field activities.
- Plays an active role in the safety of staff and other team members.
- Serves on TEEX and LAW committees and teams and participate in professional development programs.
- Positively interacts with TEEX customers and staff.
- Maintains related physical ability to perform required job functions.
- Supports Program Director as required.
- Assists other LAW programs as requested.
- Performs other duties as assigned.
