Job Description The Agency Training Manager is responsible for the daily operations of the Support That Saves: Building and Sustaining Peer Support program, which includes face-to-face course delivery. The program consists of full-time and part-time instructors. This position is the training manager for the program and oversees the National Emergency Response and Recovery Training Center (NERRTC) federal MOU budgeted allocations for the Support That Saves program. This position will also work with other programs such as the Preparedness Program and other TEEX divisions, departments, and partners. The Agency Training Manager will maintain working contacts with State Training Points of Contacts (TPOC’s) and State Administrative Agency points of contact (SAA’s). This position’s major responsibilities include compliance with cooperative agreement guidelines and supporting other TEEX exercises, training, and simulation requirements.
This position will report to the First Responder Wellness Program Director.
Required Qualifications: - Bachelor's degree from an accredited college or university or an equivalent combination of education and experience. (equivalency: will consider an Associate’s degree with seven years of program management experience or a High School Diploma/GED with nine years of program management experience)
- Five years of program management experience.
Required Licenses/Certifications: - Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.
- Must have a valid passport or ability to obtain within 180 days of employment.
Preferred Qualifications: - Bachelor’s degree from an accredited university or college in education or related field.
- Four years of related experience in a public safety/first responder profession.
- Two or more years of experience in client relations and business development.
- Five or more years of supervisory experience.
- History of progressive leadership/management responsibility.
- Five or more years of experience developing and delivering adult training.
- Ten years of experience serving first responders, or as a first responder.
- Experience rendering Critical Incident Stress Management, as well as peer-support and/or wellness services to first responders.
Physical Requirements:- Ability to support training delivery for up to 8-10 hours/day.
- Physical conditioning consistent with setting up classrooms, movement of training equipment and instructional materials up to 25 lbs.
- Ability to communicate orally and in writing.
- Ability to travel independently to remote locations by driving and flying on commercial airlines.
Knowledge, Skills, and Abilities: - Working knowledge of crisis response topics and peer support.
- Knowledge of principles and processes for providing customer and personal services.
- Knowledge of business and management principles involved in strategic planning, resource allocation, leadership techniques, production methods and coordination of people and resources.
- Knowledge of principles and methods for teaching and instructing adult individuals and groups.
- Knowledge of basic office software and instructional programs.
- Ability to operate a computer, use the Microsoft Office suite, SharePoint, and Adobe Acrobat.
- Ability to effectively interact with senior public safety department personnel, clients, and staff.
- Possesses excellent organizational skills, analytical, and the ability to effectively multi-task.
- Ability to effectively communicate both orally and in writing.
- Ability to facilitate course content as necessary.

- As part of TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/HQ Department Head.

- This position is funded from grant and/or contract funding, which is renewed through provisions of the grantor of the contract. Therefore, this position is contingent upon continuation of funding from these grants and/or contracts, as well as satisfactory job performance.
Essential Duties, Tasks, and Percentages: Promote adaptability through managing a broad, multi-million-dollar DHS-Funded training program - 55%- Manages the day-to-day operations of the mobile and online supported courses ensuring that each course meets all required performance targets within the performance period as specified by the most current MOA with TEEX/NERRTC and ensures that performance targets are met in support of the DHS/FEMA funded Programs.
- Develops and implements a plan for maintaining and/or expanding the First Responder Wellness Programs by maintaining a working knowledge of current client's needs.
- Provides the appropriate leadership to adapt the program to meet current customer needs.
- Manages and closely monitors the design, development, and execution of all training, exercises, and technical assistance delivered by the First Responder Wellness Programs.
- Ensure all program activities are conducted in a manner that promotes safety to all staff and clients.
- Ensures all assigned instructors are certified to deliver program area courses.
- Facilitates and provides operational support of all staff updates, professional development, best practices, and other standards consistent with quality instruction.
- Monitors assigned programmatic metrics to ensure goals are achieved and budget constraints are maintained.
- Manage all DHS audits as requested.
- Develops corrective action plans and other reports as required.
Foster a culture of positive employee engagement - 15%- Promotes an environment that is respectful of others and promotes honest feedback and coaching of employees.
- Collaboratively establishes goals and conducts performance evaluations for assigned personnel, updates position descriptions as necessary.

- Maintains up-to-date instructor training records for all full-time and wage instructors.
Promote stewardship by providing sound fiscal and administrative program leadership - 10%- Closely monitors and manages the fiscal status of all training programs to ensure that the DHS/FEMA funded Program meets or exceeds the budgetary goals established by the MOU.
- Provides strong fiscal leadership by adjusting throughout the course of the performance period to maintain the program's success.
- Prepares budgets, proposals, contracts, and agreements and monitors their execution for training opportunities under the guidance of the First Responder Wellness Program Director.
- Maintains coordination between instructional teams, administrative and logistical support and program directors to ensure full-time and adjunct instructors are scheduled, trained, and ready for course deliveries.
- Ensures that all required reports, performance evaluations and other administrative requirements are submitted in a timely and accurate manner.
- Follows established guidelines for inventory control.
Promote adaptability by ensuring the quality of all delivered training - 10%- Manages the assessment, development, and preparation of new instructional materials and/or updates to existing instructional materials to include certification or re-certification of curriculum by the US Department of Homeland Security within specified time limits.
- Closely monitors the training of, and deliveries by, all full-time and wage instructional staff to ensure that "quality training" is consistently delivered.
- Cultivates an environment that encourages input from all staff members in the development and/or recertification of course curriculum.
- Provides classroom instruction and technical assistance when needed.
Promote teamwork by coordinating and collaborating with other programs, divisions, and entities to maintain and further develop the program - 10%- Coordinates and collaborates with TEEX programs while ensuring that the DHS/FEMA funded Program is adequately staffed, when supporting and assisting other programs in meeting their program's delivery and/or fiscal performance targets.
- Identifies and take advantage of opportunities that are within the scope of the DHS/FEMA funded Programs and Preparedness programs to cooperate and collaborate with other TEEX divisions, departments, and other NDPC partners.
- Scans the business environment to identify and seize opportunities to establish, develop, and maintain strategic relationships with external entities including, but not limited to other Texas A&M University System elements and other training providers that allow for the continued success and further development of the DHS/FEMA funded Programs.
Other Duties:- Maintains current list of qualified and authorized Instructors.
- Assists with deployment activities with regards to Instructors responding to Disasters while course deliveries are in progress or are about to commence to ensure minimal disruption to deliveries.
- Performs additional work duties as assigned.
