DESCRIPTION

THE POSITION:

The Assistant Director, Workforce Development Board supervises, plans, organizes , and directs the activities of major workforce programs and discretionary projects. The incumbent will develop and implement program management policies and administrative practices. They will perform or oversee the most complex and sensitive assignments. Additionally, the incumbent will develop critical internal and external partnerships including but not limited to the Social Services Agency’s Workforce and Benefits Administration, local education agencies, regional workforce boards, community-based organizations, economic development agencies, and various key stakeholders involved in workforce development.

The Assistant Director, Workforce Development Board position is located within the Alameda County Social Services Agency’s Workforce Development Board Department and is supervised by the Workforce Development Board Director.

The Alameda County Workforce Development Board (ACWDB) is a 27- member employer-led group that provides administrative, fiscal, and policy oversight of the Workforce Innovation and Opportunity Act (WIOA) Title I program and discretionary projects. ACWDB establishes WIOA Title I services throughout Alameda County to meet the training and employment needs of local area job seekers, including youth and young adults. Business services are also available to assist employers with hiring efforts, connection to resources, and training expenses.

ALAMEDA COUNTY SOCIAL SERVICES AGENCY:

The Alameda County Social Services Agency is comprised of 2,400 employees working collectively and in partnership with community-based organizations to serve the needs of the community.

Services are provided through five departments: Finance, Government and Community Relations, Adult and Aging Services, Children and Family Services, and Workforce and Benefits Administration.

MINIMUM QUALIFICATIONS

Education :

Possession of a bachelor’s degree from an accredited college or university with major coursework in social welfare, business administration, public administration, or a related field.

AND

EITHER I

Experience :

The equivalent of four (4) years of full-time experience as a Career Development Specialist II, or an equivalent or higher-level administrative/management classification in the Alameda County classified service.

OR II

Experience :

The equivalent of six (6) years of professional-level administrative/management experience within a public assistance agency, workforce development or community-based organization which includes responsibility for employment, training, economic or workforce development programs, and working with a civic group or citizen board. This experience must include at least two (2) years of supervising the work of others.

Substitution :

Possession of a master’s degree in social work, business administration, or public administration may be substituted for two years of the required experience in both patterns listed above.

NOTE : The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

1.A review of candidates' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2.A review of the supplemental questionnaire to determine the best qualified.

3.An oral interview which will be weighted as 100% of the candidates' final examination score. The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.

**The combined oral examination/hiring interview, in addition to establishing an eligibility list, may serve as the final selection interview for vacancies in this classification.
