Description

The City of Irvine seeks a compassionate individual to join the Health and Wellness Team in the City Manager's Office as a Management Analyst I/II. This is an exciting opportunity for someone with extensive experience serving the unhoused population and a deep understanding of the needs of these families.

Reporting to the Health and Wellness Administrator, the Management Analyst I/II will be responsible for coordinating programs and services for participants. The Management Analyst I/II will utilize resource databases, develop systems and programs, and assist with the department's administrative tasks. Additionally, the Management Analyst I/II will help oversee the expansion of resources and services provided by the Health and Wellness team.
Your Impact

• Serve as lead staff to provide social services related consultations, resources, referrals, and support to residents.
• Provide support with planning and implementing the expansion of current resource and referral services within the community.
• Plan, supervise, coordinate, and implement comprehensive assistance programs.
• Develop, update, and implement marketing materials for the Office of Health and Wellness.
• Provide support with the implementation and daily use of the City's Electronic Health Record (EHR) and the HMIS database.
• Interprets and applies data, policies and procedures, laws, regulations, and City ordinances and explains them to the public; researches and responds to citizen complaints.
• Prepares reports relating to various projects and programs for staff, City Council and commissions; prepares complex reports, correspondence, memos and contracts.
• Investigates, interprets, analyzes and prepares recommendations on new programs, grants and services.
• May supervise, evaluate and train staff and student interns; may plan, assign and direct the work of staff and student interns.
• May assist in budget preparation and/or grant preparation for the department or division or have responsibility for preparing the budget for specific program(s) or project(s).
• May administer program(s); may be responsible for administering or implementing a service or program within a department.
• May administer contracts and/or provide oversight for contract staff; may develop contract language.
• Maintains knowledge of public administration, organization and management principles and practices; municipal fiscal policy, financing and procedures; personnel management principles; applicable ordinances, laws and regulations; and research techniques and information sources.
• Gathers data and information from a variety of sources; prepares correspondence, reports, charts and graphs.
• Uses a computer and specialized software to complete tasks in assigned area of responsibility.

Additional Tasks and Responsibilities

• While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
• May maintain records and files related to area of assignment.
• Represents City at community, inter-department, inter-agency and professional meetings.

Best Fit

• A Master's degree in Social Work, Public Health, or a related field is highly desirable.
• Maintain strong customer service, organizational, leadership, and outreach skills to prioritize resources and provide exceptional service to the community.
• Ability to thrive in a fast-paced environment while promoting independence to a culturally diverse clientele.

Minimum Qualifications

• Bachelor degree in Public Administration or related field with one year municipal management experience or any combination of education and experience that provides equivalent knowledge, skills and abilities.
• May require possession of or ability to obtain a valid California driver license.

The Process

The selection process will include an examination and a background investigation prior to appointment. This recruitment may establish an eligibility list to fill future positions in similar and/or lower classifications within the organization.
Certain City budgets may not include funding for mandated CalPERS employer contributions. A qualified candidate who is a current member of CalPERS may be restricted from temporary/part-time employment.
