The Employment and Human Services Department is currently accepting applications to fill one (1) vacancy for a Senior Social Service Information Systems Analyst.
The Senior Social Service Information Systems Analyst analyzes, evaluates, plans, designs, implements, and manages systems that support the administration of the Employment and Human Services Department’s (EHSD) benefit and service delivery programs. They collaborate with multi-county representatives to gather and validate requirements, implement systems and enhancements, and address interface needs. Additionally, they act as project managers to implement automated solutions and facilitate their integration into the business model. They also analyze data and use software tools to create custom reports from multiple source systems.

As part of the EHSD CalSAWS team, the Social Service Information Systems Analyst will play a pivotal role in analyzing system performance, supporting users, and driving innovations that improve outcomes for clients and staff. • Technical support and issue resolution: Provide technical support to EHSD staff, troubleshoot CalSAWS system issues, and implement timely solutions to minimize service disruptions.
• Process improvement initiatives: Analyze and recommend enhancements to EHSD process workflows to improve service delivery and operational efficiency, focusing on the needs of Contra Costa County residents.

Minimum Qualifications

License Required: Candidates must possess and maintain throughout the duration of employment a valid California Motor Vehicle Operator's License. Out of state, valid Motor Vehicle Operator's License will be accepted during the application process.

Education: Possession of a baccalaureate degree from an accredited college or university 1) with a major in computer science, management information systems, or a closely related field or, 2) with a major in social services, public or business administration, or closely related field and nine-semester units, or equivalent, in systems analysis, data processing, project management, data management, custom report development using software tools, or closely related subjects.

Experience: Three years of full-time experience in systems planning, analysis, design, development, implementation, maintenance, operations, or project management in collaboration with business and technical staff.

Substitution: Additional qualifying experience of the type noted above may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years.

Desirable Qualifications:

• Experience with Social Services Systems: Hands-on experience with platforms such as CalSAWS or other social services management systems commonly used in California.
• Data Analysis Skills: Proficiency in data analysis tools, including SQL, Tableau, or Power BI, enabling efficient reporting and insights for program support.
• Knowledge of Regulations: Familiarity with federal and state regulations, including HIPAA, Medi-Cal policies, and other compliance frameworks specific to social services.
• Advanced Education: A bachelor's or master’s degree in fields such as Information Systems, Public Administration, or a related discipline.

Selection Process

1. Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application, applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.

2. Online Virtual Interview: Candidates who possess the minimum qualifications will be invited to participate in an online interview. In the oral interview, candidates must achieve an average passing score of 70% or higher on each of the oral interview competencies, as well as an overall passing score of 70% or higher. The interview will measure candidates' competencies as they relate to the Senior Social Service Information Systems Analyst classification. (Weighted 100%)

The online interview will be administered remotely using a computer or mobile device such as a tablet. You will need access to a reliable internet connection to participate in the online interview, as well as a computer or mobile device with a camera.
