Description

General Purpose:Performs statistical and analytic research to provide crime-related information to internal and external entities. Collect data and provide guidance in the allocation and deployment of police department resources. Proactively analyze and process “all source” information, including, but not limited to, social media, news reports, and open source data sets to produce intelligence reports, daily briefs, and security assessments on existing and emerging threats to the public safety in Larimer County.
This position will be assigned to the Northern Colorado Drug Task Force working with multiple municipal, state, and federal agencies.

Salary Range of $75,010.83 - $101,264.80 per year with a hiring salary of $75,010.83 - $88,137.82 per year, subject to applicable taxes and withholdings Essential Functions: - Plan, design, review and participate in the technical activities of the crime and data analysis program.
- Process intelligence requests for law enforcement agencies in Larimer County using open source and traditional law enforcement databases.
- Use case management systems and other law enforcement tools to record, develop, organize and maintain threat information to mitigate risks and threats against the community of Larimer County.
- Conduct online investigative research using innovative open-source intelligence (OSINT) techniques, such as geolocation, advanced keyword searching, and network analysis.
- Communicate with investigative subjects in an undercover capacity using social media, email, and messaging apps.
- Assist with daily tasks associated with camera surveillance/security monitoring and emergency response to active law enforcement situations.
- Work as part of a team but display sound judgment and personal initiative to prioritize issues and situations for appropriate response.
- Determine and apply appropriate quantitative and qualitative research methods and statistical analysis techniques to data.
- Provides assistance to investigative units to locate suspects and research offenders, gang affiliation, drug trafficking organizations (DTO’s), associates, vehicles, residences, businesses employment, financial records, cell phone subscribers and criminal histories.
- Direct and coordinate management of the research functions. Research and analyze a variety of law enforcement topics and prepare thorough and objective reports for Police administrators.
- Research, compile, and analyze data from a wide variety of sources such as crime reports, census, economic and demographic reports, and data from outside agencies to identify and recommend methods to address criminal activity in the City.
- Manage the acquisition, development, implementation and maintenance of the Department’s crime analysis and geographic data system.
- Assist as necessary in the development of tactical action plans, using a variety of analytical and operational studies that guide the activities of operations personnel in the suppression of specific crime problems.
- Prepare clear and effective statistical and narrative reports, charts, maps, publications, correspondence, presentations and related materials to track, display and explain findings and report on crime related activities and community related problems.
- Collect, organize, retrieve and provide analysis of information gathered by law enforcement officers to facilitate their investigation of criminal activities.
- Present analysis and statistics to various internal and external groups including advisory groups, citizens, the media and other public officials and agencies.
- Develop, produce and analyze complex statistical and ad hoc management reports for various criminal justice records including monthly, quarterly and annual statistical data.

Knowledge, Skills, and Abilities: - Knowledge of law enforcement operations, procedures, administration and regulations.
- Knowledge of social media ecosystems.
- Ability to manage and organize multiple priorities.
- Knowledge of relational database design and concepts, computerized data systems, spreadsheets and word processors. Proficiency with Windows software and hardware.
- In depth knowledge in the principles of GIS including data sources, data projections and data integration.
- Coordinate with Law enforcement partners in open-source information sharing.
- Knowledge of GIS software packages, industry programs and tools (ESRI ArcView and ArcCatalog, PLX, Sytech, Covertrack).
- Knowledge of the principles of statistics, quantitative analysis, criminology and demographic and social variables affecting crime trends.
- Ability to identify, compile and organize data for analytical purposes, analyze the data and prepare sound recommendations.
- Effective communication skills (verbal and written) and interpersonal skills.
- Excellent analytical, open-source research, problem solving, computer (Microsoft office/google docs/one note) and technical skills (security camera surveillance systems)
- Must have a strong ability to learn new skills and processes quickly with an ability to work independently, using good judgment, and be a primary analyst on a major case investigations.
- Ability to work with confidential and sensitive information in a professional manner.

Job Specific Competencies: Communication, Independence, Data Analysis
Education: A college degree from an accredited college or university recognized by the American Council on Education. Bachelor’s degree in criminology, statistics, business administration, computer science, public administration or related field. An equivalent combination of education and/or experience may substitute for education requirement on a year-for-year basis.
Experience: Three years of significant, extended and on-going experience in computer technology, computer operations, crime analysis, statistics and database administration. Experience with research and statistical analysis techniques, methods and procedures. Training and/or experience in threat assessments, preparation and delivery of intelligence products, and case management required.
Experience with law enforcement functions and the collection, analysis and interpretation of police data preferred. Open Source Intelligence (OSINT) and/or "all source" collection and analysis experience is preferred.
Equipment used: Personal computers, statistical software (SPSS), spreadsheets, Crystal Reports, Access, SQL Server Reporting Services, ESRI ArcGIS systems, CrimeView and general office equipment (telephone, calculator, copier, scanner, etc.)
Work Environment and Physical Activities:Work is performed in standard office environment. Involves sitting for extended periods. Work requires retrieval and entering of data through a keyboard. Writing, reading, customer contact, communicate effectively verbally and in writing. Works closely with Department members. Occasional lifting and carrying, pulling, pushing, reaching, walking, standing, bending, stooping, climbing, twisting, kneeling, squatting, and driving a vehicle.
