YOU MUST BE AN ALAMEDA COUNTY EMPLOYEE TO APPLY

THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by the filing deadline. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), out-of-class assignments, or STEP-UP appointments.

Supplemental Questionnaire : A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION

THE AGENCY

Zone 7 Water Agency is located in the Tri-Valley region of the eastern San Francisco Bay Area. It provides water on a wholesale basis to the cities of Pleasanton, Livermore, Dublin and the Dougherty Valley area of San Ramon, and flood-protection services to all of eastern Alameda County. Zone 7 employs approximately 116 full-time employees and operates on an annual budget of $80.3 million dollars. The Agency’s administrative offices are located in Livermore, CA, the easternmost city of Alameda County, which is bordered by Contra Costa County to the north and San Joaquin County to the east. Livermore, California’s oldest wine region, is known for the science and technology of its national laboratories, a historic downtown area, and the surrounding farmlands and ranches that mirror the Valley’s western heritage.

THE POSITION

Under general supervision, performs complex clerical accounting tasks for a water enterprise relating to accounts payable, accounts receivable, payroll and other financial records; and performs related work as required.

Positions in this journey-level classification perform a wide variety of complex clerical accounting tasks relating to water agency financial information. Incumbents have independent responsibility for maintaining complex account records, such as accounts with multiple sources of revenue and multiple record-keeping requirements; for allocating charges to a variety of cost centers; and for auditing and reconciling cost control records.

MINIMUM QUALIFICATIONS

The minimum professional requirements for admission to the competitive assessment process include:

EITHER I

The equivalent of one year of full-time experience in the class of Account Clerk II or in an equivalent or higher-level clerical class in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

OR II

The equivalent of two years of full-time responsible financial record-keeping experience preferably in a public agency. (Completion of an Associate's degree in Accounting in an accredited business or junior college may be substituted for the required experience.)

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:
• Purposes, methods, practices and terminology of financial record keeping and processing, including accounts payable, account receivable, cost accounting, contracts, and payroll.
• Business arithmetic.
• Accounting software and spreadsheets.
• Modern office practices and equipment.
• Agency, County and other governmental rules and regulations affecting accounting functions.

Ability to:
• Compile, verify, post and reconcile various accounting documents, records and reports.
• Identify, research and correct errors in a variety of mathematical calculations and financial documents.
• Exercise independent judgment within guidelines; work independently in the absence of specific instructions.
• Maintain attention to detail and accuracy while meeting deadlines.
• Establish and maintain effective working relationships with those contacted in the course of the work.
• Keyboard with sufficient speed and accuracy to enter and retrieve data from computer terminals.
• Learn and effectively utilize multiple software systems specific to accounting practices of Zone 7 Water Agency and Alameda County.
• Operate 10-key adding machine and standard office equipment.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
Review of applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. A review of the supplemental questionnaire to further verify knowledge, skill and ability. An oral interview which will be weighted as 100% of the candidates' final examination score. The oral interview may contain situational exercises.
Candidates must attain a qualifying rating on each portion of this recruitment.
