OverviewThank you for considering the opportunity to join Larimer County's Natural Resources Department as the Business Operations Manager for the Financial Services & Administrative Division!
The Business Operations Manager leads the Financial Services and Administrative Division of the Larimer County Department of Natural Resources (LCDNR). This division comprises 11 full-time staff and is responsible for managing the department’s business and accounting functions. Reporting directly to the LCDNR Director, this position supervises accountants and administrative professionals while ensuring financial integrity and operational efficiency across the department. The Business Operations Manager oversees financial services, including development and administration of the department’s annual budget, financial reporting, cost allocation planning, and fiscal controls to ensure legal compliance. Other financial duties will include managing accounts payable (A/P), accounts receivable (A/R), purchase orders (POs) and financial contracts, including grants and partnership funding. This position also directs the department’s administrative services, including customer service, policy and procedure, and broader system-wide administrative functions. The Business Operations Manager reviews business operations, leads and supports special projects, and analyzes data to improve operational efficiencies across the department.

ResponsibilitiesWhat you'll be doing:
- Overseeing LCDNR’s 2025 budget and coordinating the preparation and review of the 2026 annual budget while managing the department budget through periodic review of financial and related reports.
- Reviewing existing business operations and performance measures to identify opportunities for improving efficiency and reducing operational costs.
- Demonstrating effective leadership and team-building skills to manage and lead the financial services and administration team.
- Exercising supervision over assigned staff, including hiring, performance management, evaluations, and establishing performance standards, objectives, and goals.
- Obtaining and maintaining a thorough understanding of financial reporting and the general ledger structure.
- Establishing and monitoring the cost allocation plan and fiscal controls to ensure financial compliance for audits and legal requirements.
- Overseeing and assisting with special projects as needed.
- Serving as an effective member of the LCDNR Senior Leadership Team.

- Bachelor's Degree, or equivalent combination of education and/or experience, in Business Administration, Accounting, Public Administration, or a related field is required. Related education or experience may be substituted on a year for year basis.
- Five (5) years' experience in a directly related field required. Three (3) of those 5 years must be financial experience and two (2) of those 5 years supervisory experience.
- Possess reliable transportation to be able to work in any County facility as needed and required.
- For Human Services Department: Possession of a valid Driver's License by date of hire required.
