Assessor-Recorder-County Clerk is recruiting for an
ARC Administrative and Financial Manager to plan, direct, and manage through subordinate supervisors, the centralized administrative and support services for the department. This position is responsible for the accounting, fiscal controls, procurement, contract administration, Board Agenda item preparation and submission, billing, facilities management, and payroll. Additionally, the ARC Administrative and Finance Manager directs the preparation of the department budget including review, revisions and mid-year budget adjustments; directs the monitoring and control of all expenditures and receipts, preparation and submission of all disbursements to State and local agencies; develops and coordinates new procedures for compliance with State and County financial reporting requirements; and performs a nalysis of financial requirements, revenue and expenditure projections, long-term capital project financing methods and sources. Identifies new sources of revenue.

Travel: A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.

Minimum RequirementsEducation: Must possess a completed/awarded Bachelor's degree in public/business administration, behavioral/social science, accounting/finance or closely related field.
-AND-Experience: Must possess three (3) years of professional level administrative or management experience performing fiscal analysis, accounting functions, and budgetary oversight. Experience must include at least one (1) year of full scope supervisory experience ( comparable to an Administrative Supervisor I or higher in San Bernardino County.)

- Knowledge of government operations with an emphasis on fiscal procedures, contracts, and revenue sources.
- Have an understanding of principles and practices of public administration.
- Able to perform responsible and difficult administrative work involving the use of independent judgment and personal initiative.
- Be familiar with the Board Agenda process and have experience developing/writing/reviewing Board Agenda Items, contracts, and agreements.
- Have an understanding of contracts, including interpretation, application, and enforcement.
- Have experience leading and coordinating projects and initiatives that involve multiple stakeholders.
- Possess excellent written and verbal communication skills, be attentive to detail, and able to make sound decisions and provide workable recommendations.
- Able to handle multiple projects, adapt to change, and lead and promote successful collaborations to achieve desired outcomes.
- Demonstrate a high level of customer service to effectively collaborate with the public, vendors, contractors, and internal staff.
- Able to establish, maintain, and foster positive and effective working relationships with internal/external stakeholders.
