Workdays & Hours: Monday to Friday. PURPOSE OF DIVISION
The purpose of the Infrastructure Division is to manage the whole life cycle (planning, design, construction,
commissioning, assessment of condition, modifying, replacing and decommissioning/disposal of physical and
infrastructure Houston Airport System (HAS) assets consistent with environmental regulations and best
management practices. In addition to the responsibilities related to physical assets, the Infrastructure Division
manages the HAS portfolio of assets and resources, with a focused goal to improve project delivery to all
Stakeholders. Overall, the Infrastructure Division’s mission is to maintain and extend the effective life cycle of
HAS’s physical assets and replace them when it is no longer financially feasible to extend the life of these assets,
or they no longer support required Airport mission requirements
. PURPOSE OF THE POSITION
A Senior Contract Administrator is responsible for managing all aspects of contracts, including preparing, revising,
negotiating, examining, and analyzing the documents. Performs professional work in monitoring and resolving
problems related to compliance with established contracts and agreements. Participates in the development
and fulfillment of department contract requirements.
"Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required. Candidates must be able to obtain all security required badge access including Custom Border Patrol access within 6 months from the hire date." The Senior Contract Administrative responsibilities of this position include, but are not limited to: - Leadership and contract management, workflow management, mentoring and developing employees to ensure the team achieves organizational objectives.
- Identify opportunities for improvement in the contract administration process and execute ways to increase efficiency, accuracy, and risk management. Standardize contract templates and processes to improve uniformity and minimize errors.
- Works with finance group and other HAS departments to resolve problems regarding agreements.
- Works with operational personnel to ensure compliance with agreements.
- Coordinates with other HAS departments on issues related to processing contract documents.
- Research contract issues and prepares information relating to contracts, agreements and practices
drafts correspondence to various individuals relating to established agreements. - Prepares bids, processes specifications, tests and progress reports, and other exhibits that may be
required. - Ensures contract compliance adherence and all processes are in accordance with current policies and
regulations. - Uses analytical ability to obtain and interpret data and compiles complex reports in a logical manner in
order to select the correct action. Requires a thorough understanding of both theoretical and practical
aspects of contract management. - Reviews and ensures deliverables from contracts are received as required by contract.
- Creates and executes project work plans and revises as appropriate to meet operational requirements.
- Responds to complaints or inquiries from citizens, City officials or outside agencies; represents the
department at conferences and meetings. - Interfaces with departments and outside agencies or firms to discuss programs and projects.
- Develops, monitors, and compiles statistical information for reports and graphs.
- Creates and monitors budget forecasts for contract expenditures. Assists in budget preparation for
contracts.
WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances.
MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor’s degree in Public Administration, Business Administration, Government, or closely related field.
EXPERIENCE REQUIREMENTS Four years of contract compliance experience are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS Must have a valid Texas driver's license and comply with the City of Houston's policy on driving.
PREFERENCES PREFERENCES - Previous management role with strong leadership abilities and presentation skills.
- Takes initiative, confidence in decision-making, clear and transparent communication, conflict resolution skills, delegation skills, proactive approach, accountability, empathy and emotional intelligence.
- Thorough knowledge of SAP, OnBase, Excel, DocuSign, Smartsheet, CMMS and Word.
- Preference will be given to applicants holding CFCM or CPCM certifications (NCMA) or other certifications in a field closely related to this position.

Department may administer skills assessment test.

Pay Grade 27
SALARY INFORMATION Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
