Job Summary/ Objective:
The Deputy Chief of Police (Major) effectively plans, directs, supervises, and coordinates the work of assigned bureaus of the Police Department. Duties are performed with considerable latitude in accordance with departmental policies, procedures, and General Orders received from the Chief of Police. May assume command of the department in the absence of the Chief of Police.

Supervisory Responsibilities:
Supervision is exercised over Division Commanders (Captains), Deputy Division Commanders (Lieutenants), Sergeants, Officers, and non-sworn personnel.

Essential Functions:

• Serves as executive-level representative for the Office of the Chief of Police.
• Directs and supervises the activities of the assigned bureau personnel and associative task forces to include large-scale training initiatives, substantial asset purchases, personnel allocation, hiring, performance management, and internal investigations as they relate to complaints or policy violations.
• Acts as liaison between Board of Supervisors, Commonwealth Attorney’s Office, community advisory teams, Chief’s crime prevention council, and media.
• Provides oversight for monthly divisional reports and ensures activity is aligned with established strategic goals.
• Acts as Incident Commander during critical incidents or high-profile events when executive-level decision making authority is necessary.
• Interprets new laws, ordinances, rules, and regulations and enacts departmental policy/procedural changes when necessary.
• Performs related, compulsory work.

Competency: Knowledge/ Skills/Abilities:

• Police Administration - Extensive knowledge of current principles and practices of public and police methods and administration. Thorough knowledge of controlling laws and County ordinances and have the ability to review, understand and revise agency policy and procedure to align accordingly. Knowledge regarding principles of contemporary personnel management involving employee selection, personnel development, training, scheduling, and performance management.
• Computer Equipment/Technology - Ability to operate computer equipment and software to include Microsoft Office, Records Management software (RMS), Computer Aided Dispatch software (CAD), other computer applications related to police work.
• Decision Making - Demonstrates exceptional critical-thinking and problem-solving skills. Uses logic and reasoning to understand, analyze, and evaluate situations and use good judgment to render decisions. Ability to make operational decisions that keep the peace, increase public safety, and prevent crime without violating the law or the public trust. Exemplify lawful and ethical decisions related to hiring, management, discipline, and termination of law enforcement personnel. Provide executive-level decisions when matters dictate the need.
• Communication - Effectively communicates to a diverse audience. Provides responsive communication in a professional and empathetic manner. Prepare and summarize detailed reports and provide direction in a concise and accurate manner.
• Interpersonal Relationships - Develops and maintains cooperative and professional relationships with internal/external stakeholders. Committed to teamwork and contributes to and promotes a positive work environment where employees feel valued and appreciated. Provides mentorship for subordinate personnel.
• Time Management - Uses time productively and efficiently. Able to prioritize and manage competing assignments and deadlines.

Required Education and Experience:

• Requires a Bachelor’s Degree from an accredited college or university OR active enrollment in an accredited baccalaureate program with at least 60 credits attained.
• Must have a minimum of five (5) years of experience in a commander position to be of a wide and progressively responsible nature in police service and administration.

Preferred Education and Experience:

• Successful completion of FBI National Academy or Southern Police Institute, Professional Executive Leadership (PELS), Command College, or comparable senior leadership level training

Physical and Mental Requirements:

• Successful completion of Police Department Physical Examination, to include meeting established hearing and vision requirements;
• Sitting/standing up to 10 hours per day;
• Support of extra weight up to 40 lbs for 10 hours per day;
• Walking up to 2 miles per day (10 hours);
• Climbing (ladders, inclines, stairs, etc.);
• Stooping and kneeling for extended periods of time;
• Lifting, carrying, pushing, pulling and dragging heavy weight of 50 pounds or more;
• Possess constant mental faculties to maintain concentration and make appropriate decisions in stressful situations, to include operation of motor vehicle;
• Must be able to physically restrain or subdue individuals;
• Must be able to perform under emergency conditions which often involves considerable personal hazard to include individuals with weapons;
• Must be adaptable to perform under stress when confronted with situations that involve running, walking, standing, stooping, crawling, dragging, lifting, climbing, pushing and raising objects over one’s head.

Additional Requirements:

• Must possess a valid Virginia Driver’s License; or obtain one within 60 days of employment.
• Must be a certified law enforcement officer in the Commonwealth of Virginia; or become a certified law enforcement officer in the Commonwealth of Virginia within one year of employment.

Remote Work:
This position is not eligible for out-of-state remote work.

Hiring Salary:
The salary range for this position is $130,827 - $144,600. Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
