The City of Vernon is a dynamic full-service city of 5.2 square miles located about five miles to the southeast of downtown Los Angeles. Founded in 1905 as the first exclusively industrial city in the Southwestern United States, Vernon is home to 250 residents and has embarked on ambitious plans to increase its residential population and establish itself as an ideal place to live and work. The City currently houses more than 1,800 businesses that employ approximately 50,000 people, serving as a vital economic engine for the Southern California region.

The Director of Human Resources directs a comprehensive Citywide human resources program, including planning, coordinating, and directing the operations and activities of the Human Resources Department which includes recruitment and staffing, classification and compensation, employee benefits, organizational development, safety, training, employee/labor relations, workers compensation and regulatory compliance. The Director provides expert professional assistance and guidance to City management on human resources and employee relations matters and works in a cooperative and interest-based manner with employees and their representatives to resolve concerns.

The City of Vernon is seeking an engaged, flexible, and compassionate candidate to serve as the next Director of Human Resources. The ideal candidate has a customer service mindset along with a track record of advocating for employees. A seasoned and approachable candidate who has the ability to develop and implement appropriate procedures and controls is desired. Qualified candidates possess a Bachelor’s degree with a major in Human Resources, Business Administration, or a related field; AND five years of professional Human Resources program management experience, preferably in public sector operations. A Master’s degree in Human Resources or Business Administration is desirable. A valid California State Driver’s License is required.
The annual salary range for the Director of Human Resources position is $199,063 - $241,963. Placement within this range depends upon qualifications and experience.

The City of Vernon offers an annual salary of $199,063 - $241,963 DOE/DOQ and a comprehensive benefit package including vacation, holiday, and sick leave as well as medical, dental vision, life, and long-term disability insurance.

The City has a 4/10 work schedule and there is an option for participation in a Hybrid Work Program that provides both onsite and remote work opportunities.

The City also has morning City Council and Commission meetings.

The City of Vernon offers a comprehensive benefit package including vacation, holiday, and sick leave as well as medical, dental vision, life, and long term disability insurance.

Retirement Benefit : Retirement benefits are provided by the California Public Employees' Retirement System (CalPERS):

Effective January 1, 2013, newly hired non-safety employees who are new CalPERS members, as defined by the Public Employees' Pension Reform Act of 2013 ("PEPRA"), will be enrolled in the CalPERS 2% at 62 benefit formula. New members will be required to pay 7% as their member contribution.

An employee who is a "classic" member of CalPERS, will be enrolled in the CalPERS 2.7% at 55 benefit formula. Classic employees urrently pay an 8% employee contribution and a 3% share of the employer contribution.

Cafeteria Benefits Plan : The City offers a monthly allowance towards the purchase of a HMO, PPO or HSA medical plan for the employee and their family members. Any remaining amount can be used towards the purchase of a HMO or PPO Dental planand Vision coverage for dependents. Vision coverage is included at no cost to the employee. Supplemental Insurance plans are available.

Holiday pay : The City has 13 authorized holidays per calendar year.

Vacation - Executive and Management Staff:

1st year thru 4th year 120hrs; 4.62 accrual rate
5th year thru 10th year 150hrs; 5.77 accrual rate
10th year thru 15th year 170hrs; 6.54 accrual rate
15th year thru 25th year 185hrs; 7.12 accrual rate
25th year and more 190hrs; 7.31 accrual rate
City offers vacation cash out.

Sick Leave : All full-time employees shall accrue up to 80 hours of sick leave per calendar year, at a rate of 3.08 hours per pay period.

Administrative Leave : Executive and Management receives 80 hours per calendar year. First year receives administrative leave on a pro-rated rate depending on hire date.

Tuition Reimbursement : $2,200.00 is available to those who satisfactorily complete job related college courses.

Hybrid Work Program: The City offers a hybrid work schedule for elgible positions. The City allows a combination/flexible work schedule upto 50% remote work.

Other Benefits : Most employees work a 4/10 schedule. In addition, the City offers paid parental leave, bereavement leave and jury duty.

Miscellaneous Benefits : The City provides an interest-free loan program for the purchase of a computer, corrective eye surgery and a hearing aide device.
