Wake County On-Site Water Protection is seeking a qualified, self-motivated Environmental Health Manager to lead our On-Site Wastewater Program. This dynamic role requires an individual with excellent problem-solving skills, a solid understanding of environmental health practices, and a strong desire to contribute to the protection of public health and environmental integrity.

As an Environmental Health Manager, you will oversee a dedicated team of professionals responsible for performing comprehensive site, soil, and well evaluations in accordance with North Carolina's laws and regulations for sewage treatment and disposal systems. You'll play a critical role in managing all aspects of wastewater permitting, including evaluating new and existing applications, reviewing expansion and accessory structure projects, and ensuring the proper installation and functionality of septic systems. In this role, you’ll collaborate closely with customers, installers, private sector consultants, and the building community to foster positive working relationships. Additionally, you’ll support department-wide initiatives, conducting routine inspections, overseeing natural disaster shelter operations, and contributing to seasonal swimming pool inspections. Key Responsibilities include:

• Supervise and provide leadership for a team of field staff to support on-site wastewater projects, ensuring effective and efficient site, soil, and well evaluations
• Respond to inquiries from the public, contractors, and other stakeholders regarding permit status, septic system issues, and environmental concerns, providing detailed solutions in accordance with applicable environmental rules and regulations
• Offer technical guidance and support to customers, septic system installers, private sector consultants, and the building community to ensure compliance and resolve technical challenges
• Perform thorough site, soil, and well evaluations for new, expanding, and accessory structure wastewater systems, ensuring all installations meet local and state requirements
• Review and approve private sector design proposals for septic systems, ensuring they meet environmental and regulatory standards
• Conduct final inspections of septic systems to verify proper installation and functionality
• Perform Operation and Maintenance (O&M) inspections for septic systems as mandated by NC regulations under 15A NCAC 18E .1300
• Oversee seasonal swimming pool inspections, grave removal processes, and disaster shelter operations as needed
• Utilize advanced technology, including EOS Arrow 100 GPS units and ground-penetrating radar, to collect and analyze field data for system approvals

The Basics (Required Education and Experience)

• Bachelor's degree in Engineering, Geology, Environmental Science or related field
• Four years of experience in environmental health, environmental planning, inspections or engineering
• NC Registered Environmental Health Specialist (REHS)
• NC relevant authorizations
• Valid Driver's License and "safe" driving record
• Equivalent education and experience are accepted

Beyond the Basics (Preferred Education and Experience)

• NC REHS with Delegation of Authority in onsite wastewater
• Three (3) years of experience working as a Registered Environmental Health Specialist (REHS)
• Experience as a supervisor of a permitting program

• Excellent techniques to complete work on projects that have multiple people and organizations involved
• Strong computer skills to use word processing, spreadsheet, and some database functionality

Hiring Range: 73,492 - 102,892

Market Range: 73,492.00 - 132,292.00
