The City of Austin Transportation and Public Works Department ( TPW ) is seeking an experienced and talented Program Consultant to supervise and lead project implementation within the Project Delivery Division. This is an exciting opportunity to support the build out of high-profile, time-critical transportation projects.

TPW Project Delivery Division is responsible for leading implementation of bond funded projects for several local mobility programs in TPW’s portfolio such as Bikeways, Vision Zero/Safety, Transit, Speed Management, large Capital Improvement Projects ( CIP ), and Substandard Street projects. This is an exciting opportunity to be part of this team to build and grow TPW’s capabilities in project implementation.

The Program Consultant will lead a team of Capital Improvement Program Managers and collaborate across multiple work groups, divisions, internal and external partners, to successfully deliver high-need, time-critical projects to meet the Department’s multi-modal safety and mobility goals. A strong background in program delivery strategies, including public agency contracting methods is desired.

This position will work under minimal supervision with considerable latitude for the use of initiative and independent judgment and include these primary responsibilities:

1. Oversee the successful delivery and on-the-ground implementation of a large number of local mobility projects, monitor and meet project timelines and spending targets for bond funds.

2. Supervise Program Managers to ensure projects maintain scope, schedule and budget.

3. Lead development of contracting needs for various TPW programs and collaborate with Program Managers to set-up shared contracts for successful design and construction activities.

4. Coordinate across multiple divisions, departments and agencies in the delivery of these projects, including initiating process improvements for several supporting services such as permitting, design and traffic control plan reviews, inspection and testing.

5. Respond to inquiries by citizens, Mayor and Council, City Manager’s Office, and other agencies regarding transportation safety issues.

Duties, Functions and Responsibilities

1. Resolve project claims, disputes, and contentious issues
2. Manage, review, approve and process construction contracts and documents
3. Manage and initiate review and/or design of engineering/architectural projects, including related documentation
4. Identify, evaluate, and provide improvement recommendations
5. Inspect and monitor projects for legal, regulatory and initiative compliance
6. Develop, negotiate, and monitor contracts
7. Design/maintain database
8. Develop standard operating procedures, policies, and ordinances

11. Manage project budget and schedule
12. Administer consultant, licensed professional, and Legal Department services.
13. Provide technical advice and assistance to city management, field personnel, contractors, etc.
14. Meet with project engineers/architects and contractors to discuss designs and design changes
15. Attend City Council, board meetings, etc. as City staff representative
16. Coordinate the analysis of site selection
