The City of Roseville Housing Division is seeking an organized and enthusiastic Housing Technician to assist in the review and monitoring of client eligibility, perform annual inspections of program properties/households to determine compliance, provide information to the public at the counter, via telephone, and written correspondence, plus so much more.

The employment list that will be established from this recruitment may be utilized to fill future regular, limited-term, and temporary vacancies. The current opening is a limited term, benefitted and full-time position but the list may be utilized to fill future regular and full-time vacancies in the City for the duration of the list.

DEFINITION

To perform responsible administrative and technical support duties related to affordable housing program eligibility, certification, and inspection activities; and to provide information and direction to the public regarding affordable housing program requirements.

DISTINGUISHING CHARACTERISTICS

Housing Technician I - This is the entry-level class in the Housing Technician series. Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks. The Housing Technician I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

Housing Technician II - This is the journey level class in the Housing Technician series and is distinguished from the I level by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

This class is distinguished from that of the Senior Housing Technician in that the latter is an advanced journey level class responsible for complex and difficult housing program eligibility, certification and inspection matters, and exercises technical and functional supervision over technical and support staff.

SUPERVISION RECEIVED AND EXERCISED

Housing Technician I

Receives immediate supervision from the Housing Supervisor or Housing Analyst; and technical and functional supervision from a Senior Housing Technician.

Housing Technician II

Receives general supervision from the Housing Supervisor or Housing Analyst; and technical and functional supervision from a Senior Housing Technician.

Housing Technician I

Experience and Training

Experience :

Two years of responsible clerical or administrative experience that includes substantial public contact, preferably in a public housing or social/human services environment.

AND

Training :

An Associate’s degree or 60 semester units of college level course work including 18 units in a major field of study and 21 units in general education from an accredited college or university. Two years of related work experience can substitute for an Associate’s Degree.

License or Certificate

Possession of a valid California driver’s license by date of appointment.

Housing Technician II

Experience and Training

Experience :

Two years of responsible experience performing duties comparable to that of a Housing Technician I in the City of Roseville.

AND

Training :

An Associate’s degree or 60 semester units of college level course work including 18 units in a major field of study and 21 units in general education from an accredited college or university. Two years of related work experience can substitute for an Associate’s Degree.

License or Certificate

Possession of a valid California driver’s license by date of appointment.

Possession of a Real Estate or Contractor’s license is highly desirable.

SELECTION PROCESS :
All candidates meeting the minimum qualifications will have their application scored in a Formula Rate Examination. The applicant’s experience and education will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the Employment List. Supplemental questions will be utilized by the department hiring authority to make interview and selection determinations.


Final appointment is contingent upon a check of past employment references, passing a City-paid fingerprint check, and depending on the position applied for, a pre-employment medical exam, drug and alcohol screening test, credit check, license and/or education verification, psychological examination, and/or an extensive Police Department background check process.

Some positions require the clearance of a comprehensive Police Department (PD) background check within 12 months of appointment. The City may appoint candidates to positions prior to clearing the extensive Police Department background check, and in those circumstances the candidate will be advised in advance that security access in the information technology systems will be limited to non-PD related systems until PD clearance is received, and if the candidate ultimately does not clear the PD background it will result in release from City service without appeal rights, in accordance with Personnel Rules 3.04.050.
